    THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR QUOTES OR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES/PROPOSALS ARE NOT BEING REQUESTED.
    This notice is for the acquisition of commercial supplies and/or services for which the Government intends to negotiate with only one source. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of 41 U.S.C. 1901 Use of Non-Competitive Procedures and 13.106-1(b) Soliciting from a Single Source.
    The National Institute of Health (NIH), National Library of Medicine (NLM) intends to procure on a sole source basis with National Information Standards Organization (NISO) 3600 Clipper Mill Rd Ste 302, Baltimore, MD 21211, to renew an annual organizational membership for 2025. Participation in NISO provides a means to keep up to date on national and international libraries and publishing standard activities, as well as related resources. It provides a platform for NLM expertise in the community and a forum for institutional interests related to standards. Being a NISO member provides opportunities to engage in dialogue and contribute to standards impacting the profession. Other opportunities include the ability to influence standards efforts, support standards, choose leadership that will set direction and policy, and participle in working groups. An annual membership is the only way to gain access to these essential benefits for the National Library of Medicine.
    This notice incorporates provisions and clauses in effect through Federal Acquisition FAC 2025-03 effective January 17, 2025, including all FAR Circulars issued as of the date of this synopsis.
    NLM anticipates that an award will be made on or about May 31, 2025.
    The North American Industry Classification System Code (NAICS) applicable to this requirement is 813920 and the business size standard is $23.5 million.
    Only one award will be made as a result of this solicitation. This will be a firm fixed-price order.
    Interested Offerors may submit a capability statement not exceeding 3 pages in length which details their ability to satisfy this requirement. Quotes, capability statements, and related (non-proprietary) materials, or any questions must be submitted in writing by email to the Contracting Officer, LaDonna Stewart at ladonna.stewart@nih.gov no later than 11:00 am Eastern Time on May 26, 2025. Collect calls will be accepted. NO facsimile transmissions will be accepted. Any quotation, if timely received by an eligible offeror, shall be considered by the government. Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government’s discretion. Vendors must be registered in the System for Award Management (Sam.gov) at the time an offer is submitted.
    Any information received will normally be considered solely for the purpose of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
