The Federal Bureau of Investigation (FBI) intends to award a one-time, sole-source, firm-fixed-price, commercial services, contract to USA Scientific Inc., located at 346 SW 57TH AVE. Ocala, Florida, 34474, for the purchase of TempPlate 96‑well semi‑skirted PCR plates.
The applicable North American Industrial Classification System (NAICS) code is 334516 – Analytical Laboratory Instrument, and the Product Service Code (PSC) is 6640 – Laboratory Equipment and Supplies.
The FBI utilizes highly specialized automated instrumentation for processing DNA samples from federal arrestees, detainees, and convicted offenders. These systems, including robotic liquid handlers and DNA analysis platforms—have been fully validated to operate exclusively with USA Scientific TempPlate PCR plates. The specific plate geometry, rigidity, and thermal characteristics are integral to the validated workflow.
Use of any alternative PCR plate would require complete revalidation of the automated processing system, resulting in significant operational downtime and delays in uploading DNA profiles to the National DNA Index System (NDIS). Such delays would adversely impact national investigative operations.
Based on market research, no other manufacturer produces a PCR plate that meets the dimensional tolerances, material properties, and automation compatibility required for the FDDU’s validated processes. USA Scientific is the only known source capable of providing the required TempPlate PCR plates. Justification available upon request.
This notice is not a request for competitive proposals. However, any responsible source that believes it can meet the requirements may submit a capability statement to Contracting Officer Adelle Bolton at albolton@fbi.gov. Responses must be received no later than 5:00 PM ET on March 27, 2026, and must clearly demonstrate technical equivalent.
No phone inquiries will be accepted. Responses must include clear and convincing evidence that competition would be advantageous to the Government, along with the company’s Unique Entity ID (UEID) and business size classification.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
No reimbursement will be made for any costs incurred in providing capability information.
Vendors must be registered in SAM.gov (effective July 29, 2012) to be eligible for federal contracts. The FBI’s financial system interfaces directly with SAM; therefore, vendors must ensure their SAM registration is current and accurate, including Tax Identification Number (TIN), Electronic Funds Transfer (EFT) details, UEID, addresses, and contact information. EFT banking information in SAM will be used by the FBI to process payments.
