    Notice of Intent to Sole Source

    The 10th Contracting Squadron, Operational Contracting Office, United States Air Force Academy (USAFA) Colorado, intends to award a sole-source, Firm-Fixed-Price contract to Solmirus Corporation, a small business concern out of Colorado Springs, CO 80907-3514, United States, under the simplified procedures for commercial products in accordance with RFO Part 12. The proposed North American Industry Classification System (NAICS) Code is 334516.

    The USAFA Dean of Faculty Department of Physics and Meteorology (DFPM) requires a Sky Monitor Sytem with the following salient characteristics:

    Fisheye field of view >= 180 degrees

    Cooled CCD

    Variable Exposures allowing for long exposures

    Automatic Dome defrost

    Weather proof housing

    Integrated filter wheel

    Remote operation

    16 bit sensor dynamic range

    > 30 Mega Pixels of resolution

    Justification: 

    In accordance with RFO 12.102(a), the Govenrment has determined that only one source is reasonably available. Market research confirmed that mandatory sources can not meet the required needs. Standard commercial sky monitor systems do not meet all salient characteristics.

A determination not to compete this action is solely within the discretion of the Government. All capability statements received by the due date of this notice will be conisdered by the governmnet.
