In accordance RFO FAR 5.101, this is a notification of a proposed contract action to Heuristic Management Systems Inc. The United States Coast Guard (USCG) intends to solicit and award on a sole source basis under the authority of RFO FAR 12.102 (a) to Heuristic Management Systems Inc., 189 Hymus Blvd., Unit 402, Pointe Claire, QC, Canada, H9R 1E9. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified parties on or before 1:00 PM ET on 13 March 2026. All submissions must be submitted electronically via email. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
