The United States Department of Agriculture (USDA) seeks a vendor to assist the Department working through the Enterprise Geospatial Management Office (EGMO) to support and further advance the requirements of the Geospatial Data Act (GDA).
With the formation of a multi-agency team, the Geospatial Information Officer at the Office of the Chief Information Officer (OCIO), working through the Enterprise Geospatial Management Office, published the U.S. Department of Agriculture (USDA) Geospatial Strategic Plan (GSP) for Fiscal Years 2021-2024.
The GSP lays out the strategy for advancing geospatial information and related technology and activities, and identifies four key goals:
Implement the requirements of the GDA and align with associated directives and legislation.
Strengthen business engagement to increase understanding of the value of geospatial data, information, tools, and technology.
Increase inter-agency cooperation by implementing collaborative partnerships to create geospatial cost efficiencies.
Empower the USDA geospatial community of practice in support of the USDA’s mission.
USDA includes multiple mission areas that have specific geospatial requirements and geospatial support applications. These mission areas have ongoing and evolving needs and support. OCIO provides support for infrastructure and high-level governance.
The scope of this requirement includes provision of the following capabilities:
Support digital mapping services: The capability will address requirements to connect data sources using geospatial information system software to geospatial functions to produce web-based or mobile applications. The services range from provisioning interactive mapping products to supporting geospatial data and application portals by managing the development or integration of new applications, and the management of the integration of new data products.
Support geospatial information systems software management: includes addressing the rationalization of software usage, including the documentation of user personas (UP) and the alignment of software configurations to address UP requirements. Additionally, support for agency customer support staff in relation to elements of GIS software management.
Support the use of consistent data standards and application governance: understanding how to create geospatial metadata and manage systems that catalog such metadata and improve USDA’s ability to make the data findable, accessible, interoperable, and reusable.
Support shared geospatial services platforms (data; applications, raster- and geospatial data-optimized data pipelines; and enterprise architecture) for the geospatial enterprise to allow for innovation and adaptation of best practices and technologies, while taking advantage of best of breed deployment environments.
