    This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

    Solicitation No. 6923G226Q000025 is issued as a Request for Quotation (RFQ) for the one-time to remove, legally dispose of, and replace existing degraded steel manhole covers associated with the petroleum Underground Storage Tank (UST) infrastructure across the USMMA campus. This replacement program will directly improve personnel safety, enhance corrosion resistance, eliminate electrical conductivity risks, and ensure long-term structural durability.

    This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of these provisions and clauses may be accessed electronically at www.acquisition.gov. All responsible small business sources may submit a response, which, if received in a timely manner, will be considered by the agency.

    The associated North American Industry Classification System (NAICS) code for this procurement is 811310, Manhole Cover Removal and Replacement, with a dollar threshold below $12.5 million. Offers received from firms that are not small business concerns will be considered nonresponsive and will be rejected in accordance with FAR 52.219-6, Notice of Total Small Business Set-Aside, which applies to this solicitation.

    The USMMA seeks a qualified and experienced contractor to perform the one-time comprehensive cleaning and remediation, in accordance with the Statement of Work (SOW).

    A site visit is scheduled for July 28, 2026, at 10:00 a.m. ET and will begin in the lobby of Bowditch Hall. Attendance at the site visit is highly recommended.

    The deadline for the receipt of questions is 5:00 p.m. ET on July 30, 2026. All questions or comments shall be submitted via email to the Contracting Officer, Daphnee Ravilus, at RavilusD@usmma.edu. Responses to questions will be provided through a solicitation amendment.

    Quotations are due by August 04, 2026, at 2:30PM-ET via e-mail to the contracting officer. Quotations shall be prepared in accordance with Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services. The provision may be attained from https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-52.

    Offerors are advised that they are responsible for all solicitation documents and acknowledging any amendments and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without further notice from the USMMA.

    BASIS FOR AWARD-

    A single Firm-Fixed-Price award will be made to the responsible offeror whose quote, conforming to this Combined Synopsis/Solicitation, represents the Lowest Price Technically Acceptable (LPTA) offer.

    The Government will evaluate quotations on an acceptable/unacceptable basis to determine whether the offeror meets the requirements of the Statement of Work (SOW). Evaluation will be based on the offeror’s demonstrated technical capability to perform the required services and its past performance on projects of similar size, scope, and complexity.

    Award will be made to the responsible offeror whose quotation is determined to be technically acceptable and represents the lowest evaluated price. Quotations determined to be technically unacceptable will not be considered for award.
