The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, BUMED/FM and C Directorate seeks to procure on a full and open competitive basis digital integration services in support of the U.S. Naval Community College. The period of performance for the anticipated contract will run for a period of 02-September-2025 through 01-September-2026 with four (4) one-year options periods and one six-month option pursuant to FAR 52.217-8. These services shall provide an industry systems integrator with Department of Defense (DOD)/ Department of the Navy (DON) and Higher Education IT experience to support its education systems and programs with students. The contractor must integrate, configure, customize, and maintain a scalable eLearning ecosystem, including Software as a Service (SaaS) Student Information System (SIS), a Learning Management System (LMS), Articulation Database (ADB), College Source Transfer Evaluation System (TES), MuleSoft, Data Warehouse (DWH), Reporting tools, and a Student Portal (Customer Relationship Management (CRM) and Content Management System (CMS)), along with various sub-systems and supporting system interfaces with Department of Defense (DoD) and Department of Navy (DoN) systems such as Defense Manpower Data Center (DMDC), Defense Information Systems Agency (DISA) Global Federated User Director (GFUD), Joint Services Transcript (JST), as well as numerous public and private university partners. The solicitation will result in a single award Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract that permits issuance of FFP task orders. This requirement is being processed in accordance with the procedures set forth in FAR Part 15, as supplemented by FAR Part 12. Offerors shall submit a non-Price submission and Price submission in accordance with solicitation instructions. Questions regarding the solicitation may be submitted in accordance with solicitation instructions once the solicitation is posted as an attachment to this announcement. No proposals will be accepted if sent by courier, hand-delivered, faxed or via the NECO bid function. The applicable North American Industry Classification System (NAICS) code and small business size standard are 541330 and $25.5 million. The size standard is based on the industry classification of the services being procured. All responsible sources may submit an Offer, which shall be considered by NAVSUP FLC Norfolk, Contracting Department, BUMED/FM and C Directorate. The solicitation number will be available electronically at www.naeco.navy.mil. It is anticipated that solicitation N0018925RZ106 will be released to NECO/sam.gov on or around 20 May 2025. A hard copy of the solicitation will not be made available. The closing date of the Request For Proposals (RFP) will be established in the RFP.
