    1. Project Description
    The Naval Support Activity (NSA) Annapolis requires the services of a qualified utility provider to develop and execute a Utility Energy Service Contract (UESC) for a comprehensive energy resilience project. The core of this project is the construction and integration of a new Combined Heat and Power (CHP) Co-Generation plant, an associated microgrid, and the relocation and upgrade of critical electrical infrastructure.

    2. Scope of Services
    The required services from the utility include, but are not limited to:

    • UESC Development: Performing a Preliminary Assessment (PA) and a subsequent Investment Grade Audit (IGA) to develop the full technical and financial scope of the project.

    • Design & Construction: The potential design, construction, and commissioning of a new CHP facility, including natural gas-fired turbines, waste heat recovery systems (such as an absorption chiller), and a microgrid control system.

    • Infrastructure Upgrades: Engineering, design, and execution of necessary upgrades to the natural gas supply infrastructure to meet the demand of the new CHP plant.

    • Grid Interconnection: Engineering, design, and management of the electrical grid tie-in, including the potential for power export capabilities. This also involves the relocation of the 13C-1 electrical substation from its current location.
