Historic Vattman Monument Restoration Project - Fort Sheridan National Cemetery
The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) is seeking responses from small businesses with a minimum of 15 years of experience in historic restoration work that aligns with the Secretary of Interior (SOI) Standards. Please provide a capability statement and project examples demonstrating that your company meets the below experience/qualifications:
- Firm has demonstrated Standards for Rehabilitation (36 CFR Part 67) code compliance with SOI Preservation Brief 15 for historic concrete preservation and structural stabilization:
- Three examples of condition assessments of existing conditions, tests, repairs, and trail mixes/mock-ups that follow the principle of minimum intervention/non destructive testing.
- Three examples of asbuilt documentation of finish materials used, to include mix designs, and non-destructive construction techniques for future maintenance.
- Firm has demonstrated Standards for Rehabilitation (36 CFR Part 67) code compliance with SOI Preservation Brief 34 for preserving composition ornament:
- Three examples of testing and Evaluation procedures to identify the ornament material prior to treatment plan application.
- Three examples of refinishing, repair, and/or replacement of original ornament materials and how the process adhered to the hierarchy of treatment (preservation-stabilization-repair-replacement).
- Firm has demonstrated Standards for Rehabilitation (36 CFR Part 67) code compliance with SOI Preservation Brief 48 for preserving grave markers in historic cemeteries:
- Three examples of monument restoration using repair mortars on historic materials (composition, color, and workability) and applied using proper hand tools by trained personnel.
- Firm has personnel resume(s) with AIC professional conservation credentials.
- Firm has 15 years of experience meeting SOI Standards. Specialized skills of structural stabilization, metals conservation, stone consolidation, photogrammetry are a requirement for this project.
Project Objectives
- Condition Assessment Report: Conduct a comprehensive report evaluating the current state of conditions and materials of the Vattman Monument.
- Treatment Plan Development: Develop a treatment plan that complies with the SOI standards.
- Rehabilitation Work: Perform rehabilitation and restoration work to stabilize and restore the monument per the approved treatment plan.
Major Scope Items
- Materials Investigation and Documentation: Complete a thorough investigation and documentation of materials for masonry restoration.
- General Construction: Carry out all necessary construction work for treatment, rehabilitation, and restoration per the approved treatment plan.
General Conditions
- Work Hours: Normal business hours (8:00 am to 4:30 pm), Monday to Friday, excluding Federal Holidays.
- Precautions: Survey the site, assess the extent of work, and avoid damages to existing items.
- Site Management: Establish construction limits, install safety controls and construction fencing.
- Utility Management: Locate and flag all underground utilities.
- Site Clearing and Erosion Control: Clear the site as required and implement erosion control measures.
- Grading and Landscaping: Perform necessary grading, protect existing vegetation, and ensure proper site drainage.
- Clean-up and Restoration: Clean the work area daily, dispose of waste materials properly, and restore all damages caused during construction.

- SOI Compliance: Treatment plan must adhere to SOI standards and specific preservation briefs.
- Permits: Secure all necessary permits including environmental permits.
- Progress Reporting: Provide daily progress summaries and electronic photos.
