VESSEL VANGUARD SOFTWARE

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Vessel Vanguard software.  The compliant material is available solely from Vessel Vanguard LLC, as the required material can only be purchased through Vessel Vanguard.  The NAICS code is 513210 and the business size is $47 million.

The proposed purchase order is being solicited on a sole-source basis to Vessel Vanguard.  The proposed action is for Vessel Vanguard software and support, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reasons: Vessel Vanguard is the only source of the required software, with no compatible material on the market.  The NSWCCD intends to award a firm fixed-price purchase order to Vessel Vanguard LLC using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12:00PM 17 September 2025.  This notice of intent is NOT a request for competitive proposals.  However, all responses received by 12:00PM on 09/17/2025 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
