8/3/2026: Amendment 0001 - The purpose of this amendment is to provide answers to questions received from Industry. Please see below for the questions and answers. 

Q: Is this a brand new contract or is/was there an incumbent performing these services? If not brand new, could you please provide the current/previous contract number?

A: There is an incumbent. The contract number is W911QY25PA040. 

There are no changes to the solicitation as a result of the questions from Industry. All terms and conditions remain unchanged. 

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number W911QY26QVGSM is issued as a request for quotation (RFQ) for the renewal of the VGSTUDIO MAX Analyse Edition license. This solicitation including any attachments may be downloaded from SAM.gov at website SAM.gov.

This acquisition is 100% set aside for small business concerns. The most applicable NAICS code associated with this project is 513210 (Software Publishers).  The small business size standard is $47,000,000.00. The most applicable PSC Code associated with this project is 7A21 (IT and Telecom - Business Application Software (perpetual License Software)). To be eligible for contract award, offerors must be registered in the System for Award Management (SAM) as a Small Business under NAICS code of 513210 (Software Publishers). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. All FAR, DFARS, and AFARS references in this solicitation implement the Revolutionary FAR Overhaul (RFO) and DFARS RFO Class Deviations, effective beginning 01 February 2026.

This written solicitation is issued in accordance with Revolutionary FAR Overhaul (RFO) FAR 12.202(b). A Standard Form 1449 (Solicitation/Contract/Order for Commercial Items) will not be used for the issuance of this solicitation; however, the Government anticipates awarding one Firm Fixed Price (FFP) Contract from this solicitation using the SF1449.

SUBMISSION OF OFFERS

Quotations in response to this solicitation are due on 5 August 2026 by 1300 Eastern Standard Time (EST) and shall be submitted electronically to the Contracting Officer, Trisha Scott, at trisha.r.scott.civ@army.mil and to the Contract Specialist, Martina Biro, at alexandra.m.biro2.civ@army.mil. Proposals will only be accepted electronically via the email addresses provided above.

FAILURE TO SUBMIT A TIMELY QUOTATION EXACTLY IN ACCORDANCE WITH THE SUBMISSION INSTRUCTIONS MAY RESULT IN THE OFFEROR’S QUOTATION BEING REJECTED AS UNACCEPTABLE OR NONCOMPLIANT, AND THEREFORE INELIGIBLE FOR AWARD CONSIDERATION.

The Government will provide answers to a consolidated list of unattributed questions within two business days or as soon as possible via amendment through the Government-wide Point of Entry (GPE) at SAM.gov.
