    Description: VA seeks to lease approximately 8,000 ABOA SF of office and medical space; and 40 surface parking spaces, for use by the VA as an “As-Built” Outpatient Surgery Center in the delineated area outlined within the Tallmadge, Akron, Hudson, Kent, and Streetsboro, Ohio areas encompassed in the delineated area below. “As-built”-The space to be leased will require no more than light renovation or bare minimum tenant improvement, preferably limited to light architectural finishes such as painting, security, and VA Information Technology enhancements. Light renovations or bare minimum tenant improvements (TIs) for As Built Clinic Leases are repairs and refreshes of finishes to bring the facility to a maintained as designed condition. VA will consider only leased space in existing buildings. ABOA is generally defined as the space remaining once common areas, lessor areas, and non-programmatic areas required by code are deducted from the rentable square feet of the facility. ABOA does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. A detailed definition will be provided by VA, should a solicitation for offers or request for proposals be issued for this project. Lease Term: Not to exceed 10 years. AREA OF CONSIDERATION The Government requests Space in an area bounded as follows: Northern Boundary: Route 80; Eastern Boundary: Route 77; Route 76 Southern Boundary: Route 43; N. Water Street; Route 43; Western Boundary: Route 8; Graham Road; State Road; W, Portage Trail; Sand Run Parkway; Sand Run Road; W. Market Street; Frank Blvd., Route 77. Additional Requirements: The offered Building and/or Property must have the following features as a minimum requirement: VA is seeking “As-Built” clinic space: “As-Built” space to be leased will require no more than light renovation or bare minimum tenant improvement, preferably limited to light architectural finishes such as painting, security, and VA Information Technology enhancements. Only existing buildings will be considered. Site must be able to support municipal water and sewer utility services. Be located on a single contagious floor; Bifurcated sites, inclusive of parking, are not permissible; The following space configurations will not be considered: Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage). Offered space cannot be in the FEMA 1-percent-annual-chance flood; Offered space must be zoned for VA’s intended use; Offered space will not be considered if located in close proximity to property with incompatible uses, including but not limited to the following uses: liquor establishments, treatment centers, correctional facilities, where firearms are sold/discharged, railroad tracks, or within flight paths; Space will not be considered where apartment space or other living quarters are located within the same building; Close proximity to public transportation. A commuter rail, light rail, or bus stop shall be located within the immediate vicinity of the building; Offered space must be easily accessible to multiple highways which provide multiple routes of travel; A loading area is preferred with either swing doors, or a roll up door for deliveries. The parking lot must be able to accommodate deliveries by a box truck to the loading area, if available; Offered space must meet Federal and Local Government requirements for fire safety, physical security, accessibility, seismic, and sustainability standards per the terms of the formal request for proposals (pending issuance); A fully serviced lease is required; Space must not have any environmental issues or hazards.
