    Project Title: VLF Testing of Medium Voltage Power Lines
    Location: 911th Air Force Reserve Base / Pittsburgh Air Reserve Station (ARS)
    Notice Type: Sources Sought / Request for Information (RFI)

    1. Introduction

    This Sources Sought notice is being posted in accordance with Request for Offers (RFO) procedures and Federal Acquisition Regulation (FAR) Part 10, Market Research, requirements.

    This is a Request for Information (RFI) ONLY to conduct market research and determine the availability and technical capability of qualified businesses to provide the required services. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Government does not intend to award a contract on the basis of this Sources Sought notice or to otherwise pay for the information solicited.

    2. Project Description

    The 911th Air Force Reserve Base (Pittsburgh ARS) is seeking capable and qualified contractors to provide all materials, labor, and equipment necessary to perform Very Low Frequency (VLF) Testing of Medium Voltage Power Lines. The primary objective is to verify the integrity and insulation strength of the designated power lines to ensure safe and reliable operation.

    There are an estimated 75 locations that will need to be tested on base.

    Key work elements include, but are not limited to:

    • Developing and executing a comprehensive VLF testing plan demonstrating that the system meets or exceeds IEEE 400.2 standards.
    • Conducting site surveys, equipment preparation, and Lockout/Tagout (LOTO) procedures.
    • Performing VLF testing (0.01 Hz to 0.1 Hz) and insulation resistance testing (IAW IEEE 43).
    • Isolating circuits, identifying potential insulation weaknesses, and resolving defects (repair or replace damaged equipment).
    • Providing a comprehensive report in digital spreadsheet format outlining test results, leakage current readings, defect records, and definitive Pass/Fail determinations.

    The anticipated Period of Performance is 300 days from the Notice to Proceed (NTP).

    3. Contractor must follow these Requirements

    All installation, testing, and materials must be completed by qualified personnel certified in VLF testing and medium voltage cable testing. Work must be performed in accordance with the latest versions of applicable standards, including:

    • DoD Unified Facility Criteria (UFC) (that we can provide)
    • Air Force Engineering Technical Letters (that we can provide)
    • National Fire Protection (NFPA-70, NFPA-70B)
    • Institute of Electrical and Electronics Engineers (IEEE 400.2, 400-2012, IEEE 43)
    • International Electrical Testing Association (NETA)
    • State and Federal OSHA regulations

    Contractors must also comply with base access requirements, including background checks for passes and Commercial Vehicle Inspections.

    4. Requested Information (Capability Statement)

    Interested parties are requested to submit a Capability Statement addressing the following:

    1. Company Profile: Company name, address, Point of Contact (POC), phone number, email, CAGE Code, and Unique Entity ID (UEI).
    2. Socio-Economic Status: Specify any applicable small business classifications (e.g., 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned).
    3. Technical Capability: A brief statement detailing your company's ability to perform the VLF testing as described, including the capability to service the estimated 75 locations within the 300-day performance period.
    4. Certifications: Confirmation that personnel are properly trained and hold necessary VLF and medium voltage testing certifications.
    5. Past Performance: Brief examples of similar work performed in the past three (3) years, preferably on military installations or large commercial facilities.
