    Wastewater Removal and Disposal from Little Sand Island (LSI), AL

    Problem Requirement
    The U.S. Coast Guard (USCG) Joint Maritime Test Facility (JMTF) maintains an in-situ burn (ISB) pan on Little Sand Island (LSI) in Mobile Bay, AL for oil spill response research. LSI is a dredge spoils island in upper Mobile Bay, directly across the shipping channel from McDuffie Island coal terminal. It is a reverse-C shape, with a reverse-C cove. The burn pan facility is located on the southern portion of the island; the closest access to the burn pan is the lower shoreline of the cove, and there is no access to LSI from the south. There are no pier, mooring dolphins, mooring balls, or shore-based anchors with which to moor a barge or vessel. LSI is only accessible by boat. There are no dining or restroom facilities, refrigeration, fresh water sources, permanent power, or pumps available. NOTE: Google Maps [search Little Sand Island, Mobile, AL] shows a ship moored at the lower shoreline of the cove; this vessel has been removed and is no longer there.


    ISB test series in March 2017 and September 2018 introduced HOOPS sweet crude oil (CAS# 8002-05-9) into the burn pan which contained brackish water pumped in from Mobile Bay. The oil was corralled and burned from the surface of the water. Independent laboratory analytical results of the wastewater composition are attached titled: AnalyticalResults.

    We require removal of about 130,000 gallons of wastewater from the 38-foot by 108-foot open outdoor steel tank ("the burn pan") and subsequent disposal in accordance with federal, state and local laws and regulations.

    Taking into account the limited mooring options at LSI, the R&D Center Contracting Office, New London, CT is conducting market research for potential interested and capable sources and is seeking information on potential offerors qualified to safely remove and dispose of the wastewater.

    LSI Site Visit
    Interested parties should attend a site visit because additional site visits are not planned. JMTF Staff will provide a tour of LSI and shoreline, burn pan and available government small boats on 20-22 May 2019. The government will supply personal floatation devices (PFDs) and transportation via small boat from USCG Sector Mobile (1500 15th St, Mobile, AL 36615) to LSI. Contact JMTF Staff to schedule:

Parties shall also provide written description no later than (NLT) 24 May 2019 of capabilities and interest to removal and disposal of wastewater from LSI. Include expected time requirement, equipment usage and any specific needs such as JMTF furnished small boat, which can beach on LSI and to which a barge may secure.

    This RFI is issued for information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this RFI. In accordance with FAR 15.201(e), responses to this RFI are not offers and will not be accepted by the U.S. Government to form a binding contract.
