    WATER TESTING SERVICES 1.0 BACKGROUND 1.1 The mission of Naval Station Newport is to fulfill the diverse requirements of its tenant commands by providing the facilities and infrastructure that are essential to their optimum performance. NAVSTA Newport ensures that the highest standards of the Navy are incorporated into its efforts; that all tenant commands benefit from its continuous improvement; and that all hands work together to earn and maintain its reputation as the Navys world-class Center of Learning Excellence. 1.2 To ensure operational sustainment, Naval Station Newport is required to follow Rhode Island state environmental regulations for water testing. At this point in time, Naval Station Newport does not have the organic capability to perform their own environmental state approved lab testing on site and requires a commercial contract to successfully perform the required services. 2.0 SCOPE 2.1 Naval Station Newport, RI (NAVSTA) requires support services for the environmental sampling of water to fulfill the requirements of state environmental compliance regulations. The government requires a certified analytical laboratory by the State of Rhode Islands Health Department who is able to perform environmental analyses in accordance with existing local, state, and federal regulations. 3.0 TASKS 3.1 The vendor shall coordinate with the NAVSTA Environmental Department for the specific time and place of samplings. The vendor shall provide all labor, materials, equipment, sample bottles, transportation of samples and supervision necessary to analyze water samples from specific locations at NAVSTA in accordance with the specifications listed herein. 3.3 Pickup of the annual samples must be coordinated with the Environment POC who will make arrangements for the vendor to retrieve the annual samples.

    Amendment 1 Includes: 

    • SITE VISIT: 11 JUNE 2025 1100 AM EST (MEET AT BUILDING 80, Next to Gate 17, Middletown, RI, 02842) Government personnel will shuttle in vans as escort.
    • RELEVANT INFORMATION – Reference ELINS 002 Series – Specification 3.1.2 - J-1800000-4
      • Each visual assessment and/or sample must be conducted no less than 30 days following the preceding visual assessment.
      • The visual assessment and/or sample must be collected within the first 30 minutes of an actual discharge from a storm event. If it is not possible to collect the sample within the first 30 minutes of discharge, the sample must be collected as soon as practicable after the first 30 minutes and the reason why it was not possible to take the samples within the first 30 minutes must be documented.
      • The required dry time between two storm events that cause a discharge is 2 days, 48 hours. For storm events, on discharges that occur at least 48 hours (2 days) from the previous discharge. In other words, there must be a dry weather at least 2 days prior to the storm event.
    • When submitting the Proposal package, contractors SHALL submit 0200000-06 Blank ELINS 5-30-2025 Amend 1

    • Proposal Due date has been extended from 6 June 2024 to a new proposal due date of 20 June 2024.
