    Description

    The Joint Cyber Command and Control (JCC2) Contracting Branch (AFLCMC/HNCKJ) intends to award a Firm-Fixed-Price (FFP) contract on a sole-source basis to Sierra Peaks, for the procurement of four (4) Filter Insertion System (FIS), three (3) FIS alignment tools and updated drawings/specifications (to include unlimited rights – technical data). These items are unique to the Advanced Atmospheric Research Equipment (AARE) suite. The AARE is the particulate and gas collection platform supporting our nation's Nuclear Treaty Monitoring mission. The FIS and FIS alignment tool enables sampling operations onboard the WC-135 and are the only systems of its kind that meet the airworthiness certification as required by the USAF WC-135R flight safety and engineering approval. Sierra Peaks is the only company with the program history, experience and capabilities that can provide the combined engineering and manufacturing services that are required to meet the US Air Force's objectives for maintenance, support and sustainment of the WC-135R nuclear debris collection system.  

    The Contracting Officer has determined that the circumstances of this contract action deem only one source reasonably available. Therefore, the proposed action is for the required supplies which the Government intends to solicit from one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotes/proposals and no solicitation exists for the requirement. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Sources interested in responding to this notice are required to submit convincing evidence that clearly demonstrates the capability of meeting this requirement by the due date. A request for documentation or additional information, or submissions that only ask questions or expresses interest in the requirement without demonstrating the capability of meeting the requirement will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
