SITUATION: The Bureau of Engraving and Printing (BEP), Office of External Affairs, is conducting market research to identify capable commercial vendors and determine estimated market costs for educational brochure distribution services. The BEP requires regional distribution and display management of its official educational brochures to educate and inform the public of the Western Currency Facility (WCF) Tour and Visitor Center (TVC) located at 9000 Blue Mound Road, Fort Worth, Texas 76131. The purpose of this request is strictly for market research to determine current commercial capabilities, regional network coverage, and flat-rate market costs to support future acquisition planning. SUBMISSION GUIDELINES: Please adhere to the following guidelines before submitting your response. Please note that many of the requirements in this market research are for possible future needs, projects and procurement. In essence, the point of this request is to find out the cost to the Bureau of Engraving and Printing for distribution services for brochures about the WCF Tour and Visitor Center. This request does NOT constitute a commitment or obligation by the Bureau of Engraving and Printing. Again, this request is strictly for market research to determine the current market costs of services. SCOPE OF WORK & TECHNICAL REQUIREMENTS The selected contractor shall provide all logistics, labor, and display racks necessary to pick up, distribute, and maintain a consistent stock of BEP educational brochures across a targeted commercial network. Geographic Radius: Distribution points must be located within an approximate 50-mile radius of the WCF Tour and Visitor Center (9000 Blue Mound Road, Fort Worth, Texas). Target Display Location: Shall include but is not limited to high-traffic hotels, motels, car rental offices, popular local attractions, visitor information centers, airports, chambers of commerce, and alternative tourist/transit hubs. Government-Furnished Materials: The BEP will design and print all educational brochures at its own expense. The contractor is strictly responsible for the physical pickup of bulk brochure boxes directly from the WCF facility in Fort Worth, Texas, and the distribution of the brochures to locations within a 50-mile radius of the WCF Tour and Visitor Center. Stock Management & Display Racks: The contractor must routinely monitor, service, clean, and replenish their display racks across the network to ensure BEP educational brochures are organized, visible and continuously available to the public. QUALITY ASSURANCE & GOVERNMENT SURVEILLANCE To ensure compliance and network integrity, the contractor must adhere to the following oversight parameters: Location Mapping: The contractor shall provide the BEP with a comprehensive, up-to-date map and location inventory list detailing every outlet where BEP brochures are displayed. Quarterly Inspections: The BEP will utilize the contractor-provided map to conduct unannounced quarterly surveillance audits at, but not limited to, random hotel and attraction locations. Government inspectors will verify the contractor's display stands are present, properly maintained, and adequately stocked with BEP brochures. REGIONAL NETWORK & CAPABILITY QUESTIONS Given the highly specialized nature of regional brochure distribution networks, responders are requested to provide detailed feedback regarding their active, if any, footprint in the North Texas region: Active Local Footprint: Do you currently own, manage or service established brochure display racks within a 50-mile radius of the Dallas-Fort Worth (DFW) area? If yes, please provide a summary or estimate of how many active locations you currently service in this specific market (e.g., number of hotels, welcome centers or attractions). Alternative/Expanded Footprint: If you do not currently possess a dense network within the immediate 50-mile Fort Worth radius, what neighboring Texas or regional markets do you actively service? Network Expansion Capability: If you have zero active infrastructure in the DFW market, please describe your firm's prior experience establishing a new localized distribution loop and your capability to deploy display racks in the DFW area to fulfill this requirement. COST ESTIMATE REQUEST (ALL-INCLUSIVE STRUCTURE) Please provide a comprehensive, flat-rate annual cost estimate to execute this service. Your estimated price must fully include, but not limited to, all administrative, fuel, logistics, and labor costs associated with pickup of brochures from the WCF, delivery of the brochures to locations within a 50-mile radius of the WCF Tour and Visitor Center and the administrative upkeep of delivery maps for government audit.
