WELLPRO 4000CE LIQUID HANDLER ANALYZER WITH 8/12 CHANNEL LIQUID HEAD FOR WORKING IN 96 WELL FORMAT

The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services, intends to award a sole source, firm-fixed-price purchase order ProGroup Instruments Corporation, 1805 Arrowhead Lane, Godfrey, Il. 62035 under the authority of FAR 13.106-1(b)(1)(i) for items that do not exceed the Simplified Acquisition Threshold(SAT). The anticipated award is for a commercial instrument and is valued below the SAT.  This procurement is for the WellPro 4000CE liquid handling system with 8/12 channel liquid head for working in 96 well format used by the National Centers for Immunization and Respiratory Diseases, Influenza Division, Zoonotics Virus Transmisssion(ZVT) laboratory Branch at CDC, requirement includes:

2 WellPro 4000CE instruments with installation, and

WellPro 4000 CE SV-111 on-site training, including instrument alignment

As a result, this requirement will be processed under the Simplified Acquisition Procedures of FAR Part 13. WellPro Instrument Corporation is the original equipment manufacturer (OEM) and the only known source with access to the proprietary equipment necessary to support the proprietary(4000CE) model equipment systems with the required specifications. This notice is not a request for competitive quotations. However, responsible sources that believe they can meet the Governments requirement may submit a capability statement demonstrating their ability to provide the OEM equipment/instrument required. This is a combined synopsis/solicitation for commercial items prepared with additional information included in this notice. The solicitation number is 75D30126Q78806 and is issued on a Request for Quote (RFQ) form as appropriate. The combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,200 employees.  The CDC intends to award a sole source firm fixed price purchase order to WellPro Instrument Corporation.  This is an open market posting with only one known qualified offeror. Responses must be received no later than the deadline listed above and must reference this RFQ notice, 75D30126Q78806. This contract action is for an instrument for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested entities may identify their interest and capability with this requirement.  This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Any additional information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.  Any quotation/response should be emailed to Gary Morgan, Contract Specialist at gmorgan1@cdc.gov  by 5:00PM EST Wednesday, January 28, 2026.  No further notice will be posted.
