***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Office of Oceanic and Atmospheric Research (OAR), Physical Sciences Laboratory (PSL), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with ProSensing, Inc. out of Amherst, MA to provide support to the WSRA (Wide Swath Radar Altimeter) operations on the NOAA P-3 during the 2024 Hurricane Season. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that ProSensing designed and built the hardware and developed the software for the WSRA under a NOAA SBIR. SBIR Title: Operational Wide Swath Radar Altimeter Phase I – contract # DG133R05CN1194; Phase II – contract # DG133R06CN0204. At this point, this complex instrument is one of a kind and ProSensing is the only company with sufficient knowledge of the instrument to be qualified to repair, test, and operate it. ProSensing owns the source code of the real-time front-end WSRA processing module and is therefore their intellectual property. Period of performance date of award through April 30, 2025. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
