    Procurement of Semi-Automatic Stretch Wrapping Machines1.0 Project Title and ScopeThis Statement of Work (SOW) defines the requirements for the purchase and delivery of three (3) semi-automatic stretch wrapping machines for use at Fort Buchanan, Puerto Rico 00934, Buildings 613 and 522. The contractor shall provide all labor, materials, equipment, and transportation necessary to deliver the machines to these locations.2.0 Technical SpecificationsEach semi-automatic stretch wrapping machine shall meet or exceed the following minimum requirements:Wrap Height: Capable of wrapping loads up to 80 inches in heightTurntable: - Low profile: Minimum 60-inch diameter, 12 RPM - High profile: Minimum 48 x 48 inch octagonal, 12 RPM - Must support loads up to 4,000 pounds - Drive: Chain and sprocket drive system for maximum reliability and durability. V-belt drive systems are acceptable.Motors: - AC drive motors for turntable and carriage. DC motors are acceptable.Film Carriage: - Powered pre-stretch film carriage, adjustable from at least 60% up to a minimum 225% stretch - Operator-adjustable stretch percentage - Non-powered carriages are not acceptableControl System: - Programmable logic controller (PLC) with user-friendly interface and diagnostic displayWrap Modes: - Spiral up and down - Spiral up onlyControl Panel Features: - Digital display for operation and diagnostics - Adjustable top and bottom wrap counters (0-9) - Adjustable turntable and carriage speed - Start/stop, jog, and system reset functions - Power safety disconnect - Lockable electrical cabinetElectrical Requirements: 115V, 15 Amp (or standard facility voltage)Machine Weight: Not to exceed 1,200 poundsLoading Options: - High or low profilesCountry of Origin: Machine and all major components must be manufactured in the United States or by affiliates in countries approved under the Trade Agreements Act (TAA).3.0 DeliverablesThree (3) semi-automatic stretch wrapping machines meeting the above specificationsAll required accessories and optionsUser manuals and maintenance documentation for each machine4.0 Period of PerformanceAll work, including delivery and documentation, shall be completed within 90 calendar days of contract award, unless otherwise approved by the Contracting Officer.5.0 Acceptance CriteriaAll machines are delivered and fully operational per the specifications aboveAll features and functions (wrap modes, stretch adjustment, control panel, safety features) are demonstrated to the Government. User manuals and documentation are provided for each machineFinal inspection and sign-off by the Contracting Officers Representative (COR)6.0 WarrantyThe contractor shall provide a minimum one (1) year warranty on all materials, equipment, and workmanship, effective from the date of Government acceptance. The contractor shall repair or replace, at no additional cost, to the Government, any defects in materials or workmanship discovered during the warranty period.7.0 Safety and Environmental ComplianceContractor shall comply with all applicable federal, state, and local safety and environmental regulations, including OSHA standards
