    INTRODUCTION: The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20 anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price Construction Contract to Project Number 668-21-100 Upgrade AHUs-18, 20, and 22 Mechanical Systems at the Mann-Grandstaff VA Medical Center, 4815 N Assembly Street, Spokane, WA 99205. DESCRIPTION: The Contractor will upgrade AHUs- 18, 20, and 22 Mechanical Systems located in Building 1 (Main Hospital) in accordance with the associated Statement of Work (SOW), Drawings and Specifications. The project replaces the existing air handlers (3EA) with new air handlers (4EA), installs/replaces electrical panel boards, breakers, cables, conduit, steam piping, chill water piping, and hydronic piping for the AHUs. The project replaces the associated ducts, trunks and variable air volume (VAV) terminal boxes as necessary to create new zones and resize existing zones. The project installs exhaust fans as necessary to provide proper air exchange in the affected spaces. The project includes demolition and commissioning services. The contractor shall provide all supervision, labor, tools and materials, installation, programming, startup, training, O&M documentation and one-year warranty of materials and installation. Contractor shall do a field verification to ensure all equipment, parts and materials are identified and verify all the existing conditions. ADMINISTRATIVE: This notice serves as notification of an upcoming solicitation for construction Project # 668-21-100 Upgrade AHUs-18, 20, and 22 Mechanical Systems, located at the Mann-Grandstaff Veterans Affairs Medical Center in Spokane, WA. Please refer to the attached draft Statement of Work (SOW) for details. This project will be procured as a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). The North American Industry Classification Code (NAICS) used for this requirement is 238220, Plumbing, Heating, and Air-Conditioning Contractors with a small business size standard of $19M. The magnitude of this construction project is between $5,000,000 and 10,000,000. Veterans Affairs will issue the solicitation on or about April 03, 2026, via SAM.gov.
