This requirement is conducted under the Revolutionary FAR Overhaul (RFO) 13.101-1(b) and FAR 6.103-2. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals or quotes. Firms who desire to challenge this sole source must submit an interest letter that demonstrates your firm¿s ability to provide an equivalent service as described below (Provide Heating, Ventilation, and Air Conditioning (HVAC) (Carrier) replacement in historic structures). Interested parties must provide rationale as to why they should be considered. All interested firms must respond to the synopsis by June 11, 2026, 1:00pm Eastern Daylight Time (EDT) to Edward Dingle, Email: edward_dingle@ios.doi.gov. National Park Service intends to negotiate a firm fixed price purchase order with E. Smith Heating & Air Conditioning, Inc., 964 Industrial Park Drive, Marietta, Georgia 30062, 54956. The NAICS Code is 238220, Plumbing, Heating, and Air-Conditioning Contractors. THIS NOTICE IS NOT A REQUEST FOR COMPETITVE QUOTES, and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification tneedward_dingle@ios.doi.gov no later than June 11, 2026, 1:00pm EST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement attached. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice in no way obligates the Government to award any contract nor is the Government responsible for any costs incurred by responding to this notice.
Required Services:
The work is to be done at the Martin Luther King Jr. National Historic Park Historic Ebenezer Church. This building supports the operations of the Martin Luther King Jr. National Historical Park district. This structure was built in 1922 in the neighborhood where Dr. Martin Luther King Jr. was born, it is a part of one of the parks main exhibits.
1. PROJECT OVERVIEW The Contractor shall provide all necessary labor, materials, equipment, and supervision to install three (3) 3-ton HVAC systems in the attic of Ebenezer Baptist Church. Work will include integration with portions of the existing ductwork system, installation of electrical disconnects, refrigerant lines, controls, and commissioning of equipment.
2. EQUIPMENT TO BE FURNISHED The Contractor will provide the following equipment (quantities listed apply to each of the three systems):

3. WORK INCLUDED The Contractor shall perform the following tasks: Remove and dispose of existing units as required.
¿ Install three (3) new HVAC systems in attic.
¿ Utilize a portion of the existing supply-air duct system
¿ Modify existing ductwork where necessary
¿ Insulate return duct as required
¿ Install equipment pads
¿ Install new condensate gravity drain (pump as needed)
¿ Install new refrigerant line sets
¿ Install new disconnect switches (208/230V, single phase)
¿ Gas line work as needed
¿ Install programmable thermostats
¿ Perform system startup, testing, and commissioning
4. ELECTRICAL SCOPE
¿ Electrical wiring to be provided by others (not included in this quote)
¿ Contractor will install required new disconnect switches
¿ Final connections to existing power supply where applicable

15. This contractor is to follow at a minimum all OHSA rules and procedures. All Green products are recommended to continue all safety precautions to the environment. A required safety plan must be submitted and approved before any work is to begin. This plan shall identify any hazards related to the work and provide measures to follow to mitigate risk.

23. The contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum, the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor¿s performance in accordance with the statement of work.

36. All affected areas must be restored to their original condition from before the work began. Any damages will be fixed and repaired at no cost to the government.
