The sign in and meeting location will be at Building 19 (Engineering Building) Project : Lebanon and Altoona MATOC The Veterans Affairs, Regional Procurement Office, Network #04 (VISN 04) Contracting Office intends to issue a Request for Proposal (RFP) to award no more than 10, Firm Fixed-Price contracts for a Multiple Award Task Order Contract to support construction projects at Lebanon and Altoona VAMCs The period of performance is five years from receipt of the Notice to Proceed or if the maximum cumulative amount of the entire MATOC is $250 million is expended. The solicitation, specifications and drawings will be available at the SAM.GOV Contract Opportunities https://sam.gov/. Amendments to the solicitation will also be posted on this website. All parties must obtain solicitation documents and amendments to the solicitation through the web site. Hard copies will not be mailed. It is the responsibility of the Contractor to frequently check the website for all notices, amendments, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the Contractor regarding the solicitation. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulation FAR Part 15. This project is being solicited utilizing a tiered evaluation approach starting with SDVOSB concerns, followed by VOSB, then SB. The North American Industry Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $45 million in annual receipts for the past three years. The solicitation issue date will be on or about September 22th, 2025. All questions pertaining to this solicitation must be received in writing via e-mail to elijah.mcintosh@va.gov and Jeffrey.Pruett@va.gov NO TELEPHONE REQUESTS WILL BE HONORED. All questions will be submitted in writing and Government responses will be posted to the SAM.GOV Contract Opportunities website. A pre-proposal conference/site visit will be conducted for this solicitation approximately one week after solicitation posting. Time, date and location will be specified in the solicitation. This site visit is for Project #. 595-20-401 LEBANON VAMC BUILDING 1 ENTRANCE ENCLOSURE This seed project may or may not be awarded, however this submissions will be the bases of evaluation to determine who is awarded a MATOC base contract. All respondents must be registered in the System Award Management System (SAM) database at time of proposal submittal. Offerors must be verified in the Small Business Administration Veteran Certification (VETCert) at https://veterans.certify.sba.gov/ at time of proposal offering in accordance with Veterans Affairs Acquisition Regulation (VAAR) Subpart 819.7003(b). Any offeror not VETCert or SAM verified at time of proposal submittal will be disqualified and proposal will be rejected.
