    This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H70126R00023 Zuni Comprehensive Community Health Center (ZCCHC) Cooling Tower Repair by Replacement Project, located in Zuni, NM. These construction services will be in support of the Indian Health Service (IHS) prepared in accordance with FAR Part 36.

    The Government anticipates releasing the solicitation on or about April 29, 2026 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov.

    SCOPE OF WORK: The purpose of this project is the removal and replacement of the existing cooling tower and cooling basin, along with all associated mechanical, electrical, structural, and control components necessary to deliver a complete, fully operational, and integrated condenser water system including all accessories, modifications, and incidental work for proper operation, safety and code compliance. The new installation shall meet or exceed current performance, reliability, and code requirements.

    LOCATION OF PROJECT: All work shall be performed at the Zuni Comprehensive Community Health Center, 12 B Ave., Zuni, New Mexico 87327.

    CONSTRUCTION DURATION: Period of Performance is 240 calendar days from issuance of the Notice to Proceed.

    CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $100,000.00 and $250,000.00.

    SITE VISIT: Details regarding the Site Visit will be included in the solicitation.

    CONTRACT TYPE: The Indian Health Service intends to award a single Firm Fixed Price (FFP) contract in support of this requirement.

    This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria.

    This project will be solicited as 100% set aside for Small Businesses under North American Industry Classification System (NAICS) code 238220 Plumbing, Heating, and Air-Conditioning Contractors. The associated size standard for this procurement is $19.0 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov.

    For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last five (5) years is less than $45.0 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov.

    Registration in the System for Award Management (SAM) database is mandatory to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://sam.gov.
