FY-23-S-4.GENERAL WORK DESCRIPTION: The work includes but is not necessarily limited to the following: Potholing existing utilities; saw cutting, removing, and disposing of portland cement concrete (PCC) sidewalk, driveway approach, curb & gutter, asphalt concrete (AC), damaged wood plank inlet cover pieces, 18” CMP pipe and drain inlet, 24” HDPE pipe and appurtenances, 24” & 30” CMP pipes; Furnishing and constructing storm drain manhole, 18” ID, 24” & 30” ID HDPE N-12 storm drain pipe and 24” RCP (using pea gravel bedding and cement slurry backfill), drain inlet with traffic rated grate, replacement wood plank inlet cover pieces, pipe outlet and riprap, PCC curb & gutter, commercial and residential driveway approaches, sidew[RD2.1][JL2.2]alk, hot mix asphalt (HMA), aggregate base, finish grading; clean-up and related work as required, to complete the work as specified by these Special Provisions, including plan exhibits, the Standard Plans For Public Works Construction ("Greenbook") 2021 edition, Specifications For Public Works Construction ("Greenbook") 2024 edition, Caltrans Standard Specifications (2025 Edition) and the City Standard Requirements.CONSTRUCTION SCHEDULE: The City anticipates awarding the contract on August 18, 2026; executing the contract in early September 2026; holding the pre-construction meeting late September 2026; and issuing Notice to Proceed early to mid-October. No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR, and the contractor and subcontractors must furnish electronic certified payroll records to the Labor Commissioner. The contractor shall post the job site notices as prescribed by the regulation, pursuant to Labor Code section 1771.4(a)(2).BONDS: Each proposal must be accompanied by cash, a certified or cashier's check, or bidder's bond of the prescribed form and made payable to the City of Lompoc for an amount equal to at least ten percent (10%) of the amount bid, such guaranty to be forfeited, should the bidder to whom the contract is awarded fail to furnish the required bonds and to enter into a contract with the City within the period of time provided by the Proposal Requirements.LICENSE REQUIREMENTS: In accordance with the provisions of California Public Contract Code Section 3300, the City has determined that the Contractor shall possess a valid Class A, or C-34 License at the time of award. The Contractor shall be properly licensed at the time the contract is awarded. No contract will be awarded from a Contractor who has not been licensed in accordance with the provisions of Chapter 9 of Division 3 of the Business and Professions Code. Notes: STANDARD SPECIFICATIONS: The Standard Specifications for this project are contained in the 2024 edition, including all supplementary pamphlets, of the Standard Specifications For Public Works Construction ("Greenbook"), as written and promulgated by the Joint Cooperative Committee of the Southern California Chapter of the American Public Works Association and the Southern California District of the Associated General Contractors of California.
