The Mayor’s Office of Capital Projects, Division of Engineering and Construction is soliciting proposals from qualified consultants to supplement the regular staff of the City of Cleveland to provide General Engineering Services for a period of two (2) years, or until funds are expended. The City reserves the right to reject any or all proposals or portions of them, to waive irregularities, informalities, and technicalities, to re-issue or to proceed to obtain the service(s) desired otherwise, at any time or in any manner considered in the City’s best interests. The Director may, at his sole discretion, modify or amend any provision of this RFP.

Only emailed questions will be accepted until July 15, 2026. An addendum will be posted on the City web site on or about July 22, 2026. No meeting will be held on this proposal. Proposals are due July 29, 2026 by noon. Please refer to the Proposal Requirements section for additional information.
Quality of the Proposal, including the organization of the proposed team, the specificity and suitability of the project approach, the Consultant’s demonstrated ability and capacity to perform the Scope of Services (including consideration of current City project workload), and any Special Commendations identified in the “Proposal Submission Requirements” section of this RFP. Evaluation will also consider the Consultant’s QA/QC process and overall responsiveness to the RFP.
Credentials of Key Personnel, including the qualifications and experience of the proposed Project Team—particularly the Project Manager, who will serve as the lead for this engagement—and other key staff, as demonstrated through their prior experience and proven ability to perform the prequalification categories identified in this RFP.
Demonstrated history of successful relevant projects to meet proposed schedules and budgets.

In alignment with the City’s objective to increase participation by certified Cleveland Small Business (CSB), Minority Business Enterprise (MBE), and Female Business Enterprise (FBE) firms in City contracts, the Consultant shall make every effort to achieve the following subconsultant/subcontractor participation goals for the Design (professional architecture, engineering, and preconstruction services) portion of the contract:
30% certified CSB participation Firms certified as CSB/MBE or CSB/FBE qualify toward the CSB goal and are strongly encouraged to participate.
Participation percentages shall be calculated based on the subcontractor’s contract value as a percentage of the total base‑bid contract value. For OEO participation purposes, suppliers providing materials only (no labor) will be credited at 60% of their contract value.
IMPORTANT: Submissions deemed non‑responsive or not demonstrating a good‑faith effort will be removed from further consideration.

INSTRUCTIONS: Pursuant to Codified Ordinance Sec. 181.36, the information requested on this page must be supplied by all contractors and any subcontractors having more than a fifty percent (50%) interest in the proposed contract prior to any contract being awarded by the City of Cleveland. Any contractor or subcontractor who is deemed to have made a false statement shall be declared to have acted in default of its contract and shall be subject to the remedies for default contained in its contract. For failure to cure such a default, the contractor or subcontractor shall be automatically excluded from bidding for the supply of any goods or services for use by the City for a period of two (2) years.
