    Description

    This is an invitation to submit a bid to Glynn County for the 2026 LMIG resurfacing and restriping of streets on mainland Glynn County and on Saint Simons Island, Georgia, indicated herein.  The work to be performed under this contract consists of the resurfacing and restriping of streets on mainland Glynn County and on Saint Simons Island.  The project will require some patching / pothole work that will consist generally of traffic control, existing base, subgrade and paving removal and replacement, and resurfacing of the affected area.  The resurfacing work is generally straightforward regarding the general requirements such as traffic control, clipping, milling, sweeping, tack, leveling, resurfacing, and restriping. This project will also include some Asphalt longitudinal Lane widening and curb construction.  Each road has its own unique requirements which are listed in the itemization for each location.   All work shall be in accordance with the Technical Specifications, Special Provisions and the construction drawings.  All material shall conform to the specifications contained in the Technical Specifications.

    Glynn County is located on the Southeastern part of the State of Georgia.  Its Northern boundary is formed by the Altamaha River, Wayne and Brantley Counties on the west, Camden County on the south, and the Atlantic Ocean on the east. As a favorable consequence of its geology, the County has the Port of Brunswick. The Port has been of immense economic benefits to Glynn County.

    By roadway, Brunswick is located: 78 miles from Savannah, 315 miles from Atlanta, 225 miles from Macon, 262 miles from Columbus, and 180 miles from Albany. Jacksonville, Florida is located 79 miles from Brunswick.

    • Professional Qualifications of Team (20 pts)

      Provide experience and qualifications of key team members and what their roles would be on a project. Also include any licenses, registrations, or certifications applicable to the proposed work; licenses, registrations or certifications need not be limited to Georgia depending on the team's footprint. Identify team experience on similar projects an the extent of team involvement including time commitment. Team experience on similar projects need not be limited to only projects performed in the State of Georgia. Depending on the team's footprint, Consultants may submit a variety of similar projects that could have been performed with different organizations that vary by size, agency/company type, or geographical location.

        1. List registered in-house Engineers, including Principals on the date of this submittal, including name, discipline and registration number. Please be clear as to what their roles will be on a project and who the City's main point of contact will be.
        2. List any subconsultants that you use and provide licenses.
        3. List, show in an organizational chart, and provide resumes for, the KEY individuals who are licensed in Georgia and who will be responsible for, and seal the documents for, the below disciplines. The chart should show the estimated time commitments of the project manager and core project staff as a percentage of the unit total time for a project. The chart should also reflect if team members are from local or other offices or from associated firms. Additionally, provide any other individuals the Offeror determines as KEY who may be licensed and can perform work outside of Georgia.

Describe how errors and omissions will be addressed and corrected. Include qualifications of any critical subconsultants or subcontractors. Describe the analytical tools, resources or methodologies commonly used by your firm that may be applicable to the project categories. Indicate the availability of the resources. Describe internal measures that will be used to ensure timely completion.

      Please provide five (5) references that can attest to the reputation of your firm.

      A listing of the experience of the Applicant with projects of this type.  This listing should include reference names, email addresses and telephone numbers as well as a portfolio of projects completed within the last five (5) years for government entities similar in size to County. Show how the experience relates to the categories outlined.

    Submission Requirements

      The undersigned BIDDER proposes and agrees, if this Bid is accepted, to enter into an agreement with OWNER in the form included in the Contract Documents to perform and furnish all Work as specified or indicated in the Contract Documents for the Bid Price and within the Bid Times indicated in this Bid and in accordance with the other terms and conditions of the Contract Documents.

      BIDDER accepts all of the terms and conditions of the Invitation and Instructions to Bidders, including without limitation those dealing with the disposition of Bid security. This Bid will remain subject to acceptance for 60 days after the day of Bid opening, or for such longer period of time that BIDDER may agree to in writing upon request of OWNER.

      In submitting this Bid, BIDDER represents, as more fully set forth in the Agreement, that:

      • BIDDER has examined and carefully studied the Plans (if any) and Specifications for the work and contractual documents relative thereto, and has read all Technical Provisions, Supplementary Conditions, and General Conditions, furnished prior to the opening of Bids; that BIDDER is satisfied relative to the work to be performed
      • BIDDER further acknowledges that any addenda have been acknowledged via the County's eProcurement Portal
      • BIDDER has visited the site and become familiar with and is satisfied as to the general, local and site conditions that may affect cost, progress, performance and furnishing of the Work
      • BIDDER is familiar with and is satisfied as to all federal, state and local Laws and Regulations that may affect cost, progress, performance and furnishing of the WORK.
      • BIDDER is aware of the general nature of Work to be performed by Owner and others at the site that relates to Work for which this Bid is submitted as indicated in the Bidding Documents
      • BIDDER has correlated the information known to BIDDER, information and observations obtained from visits to the site, reports and drawings identified in the Bidding Documents and all additional examinations, investigations, explorations, tests, studies and data with the Bidding Documents.
      • BIDDER has given ENGINEER/ARCHITECT written notice of all conflicts, errors, ambiguities or discrepancies that BIDDER has discovered in the Bidding Documents and the written resolution thereof by ENGINEER/ARCHITECT is acceptable to BIDDER.  The Bidding Documents are generally sufficient to indicate and convey understanding of all terms and conditions for performing and furnishing the Work for which this Bid is submitted.
      • This bid is genuine and not made in the interest of or on behalf of any undisclosed person, firm or corporation and is not submitted in conformity with any agreement or rules of any group, association, organization or corporation
      • BIDDER has not directly or indirectly induced or solicited any other Bidder to submit a false or sham Bid; BIDDER has not solicited or induced any person, firm or corporation to refrain from bidding; and BIDDER has not sought by collusion to obtain for itself any advantage over any other Bidder or over OWNER.

      This project will be awarded by base bid plus selected alternates, if any. 

      BIDDER acknowledges that estimated quantities are not guaranteed and are solely for the purpose of comparison of Bids, and final payment for all Unit Price Bid items will be based on actual quantities installed.

      The Contractor shall write "no bids" in all appropriate spaces.

      BIDDER accepts the provisions of the Agreement as to liquidated damages in the event of failure to complete the Work within the times specified in the Agreement.

      The following documents are attached to and made a condition of this Bid:

      Required Bid Security in the form of 5% of the Bid Total Price.

      The undersigned further agrees that in case of failure on his part to execute the said contract and the Bond within fifteen (15) consecutive calendar days after written notice being given of the award of the contract, the check or bid bond accompanying this bid, and the monies payable thereon shall be paid into the funds of the Owner as liquidated damages for such failure, otherwise, the check or bid bond accompanying this proposal shall be returned to the undersigned.
