The City of Morgan Hill (“City”), will accept sealed bids for its 2026 Sewer Inflow and Infiltration Project (“Project”), by or before March 4, 2026, at 1:30 p.m., at its DEVELOPMENT SERVICES CENTER, located at 17575 PEAK AVENUE MORGAN HILL, California, at which time the bids will be publicly opened and read aloud. Project Information. Location and Description. The Project is located at various locations within the City of Morgan Hill, CA 95037, and is described as follows: The Project sites are within existing City streets and along City easements at various locations in the City of Morgan Hill, and is described as follows: The project scope is to locate, video, and mark the locations of all proposed excavations for sewer repair work (Open Trench, Lining, and Point Repair), review the proposed work with the City and receive written approval for proceeding to complete the sewer repair on all these locations as stated on the improvement plans. Time for Final Completion. The Project must be fully completed within 210 calendar days from the start date set forth in the Notice to Proceed. City anticipates that the Work will begin on or about May 2026, but the anticipated start date is provided solely for convenience and is neither certain nor binding. Estimated Cost. Unfortunately, recent studies confirm that CCTV misses 80-100% of sources for infiltration and/or exfiltration and should not be used either for pre-rehabilitation assessments of post-rehabilitation certification of watertight repairs or rehabilitation. Can contractors recommend Focused Electrode Leak Location (FELL), also referred to by the USEPA as electrical resistance testing to provide 100% locational accuracy and estimated gallons per minute defect flows of all leak locations. It doesn't appear to make sense to use visual-based cameras if they cannot reliably determine superficial cracks from cracks that go through a pipe wall, are unable to confirm service tap watertight conditions, and report false:positive results of pipe joints due to its inability to test 360-degree watertightness through bell & spogots.
