    Description

    The Waukesha County Department of Public Works (“the Sponsor”) is interested in obtaining the services of an engineering/design consulting firm (“the Consultant”) for the facility development process. The process will result in the design and preparation of preliminary and final plans, PS&E documents, and reports, for the modernization and expansion of the CTH K Corridor between CTH JK and Brookfield Road in the Villages of Sussex, Lisbon, Menomonee Falls and the City of Brookfield (“the Project”). Waukesha County has received federal funding approval for Phase 1 (Executive Drive to Sussex Creek) of the corridor expansion and modernization. The county has applied for a federal RCE grant for Phase 2+ (Sussex Creek to CTH V/Town Line Road) of the corridor expansion and modernization. A decision on the federal RCE grant funding will occur in Fall 2026. Subject to the RCE grant funding, Waukesha County may combine Phase 1 and Phase 2+ into a single contract. The scope and limits of the Phase 1 and Phase 2+ environmental document will be determined after the decision on the federal RCE grant and after further coordination with WisDOT. The scope and limits of the environmental document will be finalized through coordination with WisDOT and FHWA and will be determined during contract scoping. Waukesha County may use this RFQ to make selections for additional/future project segments on the CTH K Corridor between CTH JK and Brookfield Road. The selected consulting firm will complete the facility development process, NEPA, design and preparation of preliminary and final plans, utility coordination, railroad coordination, bridge and retaining wall design, survey, geotechnical investigations, pavement designs, bike and pedestrian evaluations, right-of-way plats, project controls reports, PS&E documents, federal discretionary grant applications, and all necessary project reports for the Project under three-party contracts.A Request for Qualifications (RFQ) from the engineering/design firm will be reviewed in order to evaluate, rank and select one (1) firm for the services of the Project and additional/future projects as funding is awarded and as determined by Waukesha County.The design and construction phases of this project will be funded by federal and county funds and will be reviewed by the Wisconsin Department of Transportation (WisDOT) and Waukesha County Department of Public Works. Brett Wallace, P.E. will serve as project manager for Waukesha County.Waukesha County, with assistance from WisDOT, will scope and negotiate with the selected Consultant to enter into a Local Program Three-Party Design Engineering Services contract to provide all necessary project work (‘the Contract”). Waukesha County may make selections for additional/future project segments from this RFQ and will scope and negotiate separate contracts at the time of awarded funding.The contracts using the Wisconsin Department of Transportation's (WisDOT) three-party form will be signed by the successful respondent, the State of Wisconsin, and Waukesha County.
