    Description

    You are invited to review and respond to this Invitation for Bid (IFB) titled, 25-E0033 Laboratory Analysis of Polycyclic Aromatic Hydrocarbons (PAHs) and Cotinine Services. Los Angeles County has some of the largest and highest concentration of oil fields in the United States. The neighborhoods of Wilmington and Carson are particularly impacted, as they are surrounded by five different refineries. Studies have shown elevated levels of numerous toxic air pollutants, including polycyclic aromatic hydrocarbons (PAHs), near oil fields. Exposure to these toxic air pollutants is associated with serious health effects such as asthma, respiratory diseases, cardiovascular diseases, and cancer.  In 2025, the Community Health and Air Quality Implications of Refinery Retirements in Los Angeles (CHAIRS-LA) study was initiated to evaluate the impacts of oil refinery closures in the South Bay of LA. The CHAIRS-LA study is a collaboration between the University of California (UC), Los Angeles, UC Irvine, and Yale. The Communities for a Better Environment (CBE) and the Asian Pacific Environmental Network (APEN) are the community partners for this study. OEHHA added a biomonitoring component to CHAIRS-LA to collect urine samples from up to 150 residents living near both retired and active oil refineries in Southern LA. The purpose of the contract is for the analysis of the urine samples for PAHs and cotinine.  For more details, please review the attached IFB packet.
