    PARISH OF CADDO ADVERTISEMENT FOR BIDS IFB NO. 26-02 Sealed Bids will be received by the Parish of Caddo, Government Plaza, 505 Travis Street, Administration Conference Room 8th Floor, Shreveport, Louisiana 71101 until 3:00 pm, Tuesday, March 24, 2026. BIDS SHALL BE ACCEPTED ONLY FROM CONTRACTORS THAT ATTEND THE MANDATORY PRE-BID CONFERENCE TO BE HELD ON Tuesday, March 17, 2026 at 10:00 AM, AT CADDO PARISH COURTHOUSE TEXAS STREET, SHREVEPORT, LOUISIANA 71101. PROJECT NAME: Generator Upgrade at Caddo Parish Courthouse PROJECT CLASSIFICATION: Electrical The general scope of the Project is as follows: The work includes removing the existing generator in the basement and providing a new exterior generator support structure, new electrical panels and new automatic transfer switches. Complete Bid Documents may be obtained by prime bidders from EMA Engineering and Consulting, 9441 Stevens Road, Suite 200, Shreveport, Louisiana 71106, 318-425-4500, Attention: Darlene Potvin. There will not be a deposit for the documents if obtained electronically. Documents may be examined, without charge, upon request. All Bids must be accompanied by Bid security equal to five percent (5%) of the sum of the base Bid and all alternates and must be in the form of a certified check, cashier's check or Bid Bond written in conformance with state law. The successful Bidder shall be required to furnish a Performance, Maintenance and Payment Bond on a form provided by the Parish and written in accordance with state law. Bidders may elect to submit bids electronically via the internet. Electronic bids for the Parish of Caddo are available for submission at www.bidexpress.com. Bidders that wish to submit electronic bids online will be charged a fee by Bid Express. In addition, bidders shall be required to obtain a digital signature certificate prior to submitting bids online. The bid security required by this solicitation may also be submitted online. Bids shall be accepted from Contractors who are appropriately licensed under La. R.S. 37:2150-2164. No Bid may be withdrawn after receipt of Bids, except under the provisions of LA R.S. 38:2214(C). The Parish of Caddo reserves the right to reject any and all Bids for just cause and to waive any informalities and technicalities. The Parish of Caddo shall incur no obligation to the Contractor until the Contract between Owner and Contractor is fully executed. The Parish of Caddo is an equal opportunity employer.
