    Questions & Answers

Q (Approved DDC System ): Gulf States Automation would like to formally request the use of Automated Logic for the new Building Automation System. We propose utilizing Automated Logic controls along with the WebCTRL platform to deliver a fully integrated, efficient, and user-friendly solution. Gulf States Automation will adhere to all specifications outlined in the project scope of work. We currently support several facilities in Panama City and the surrounding Gulf Coast area. Based on our proven experience and successful installations within the region, we are confident in our ability to deliver a high-quality, reliable Building Automation System that meets the project requirements. Please let us know if any additional information is needed to support this request.

A: Your question has been received and will be answered in an addendum to be issued at a later date. Thank you.

Q (Request for Approval: ST Controls (Open-System Architecture)): We would like to submit a request for the inclusion of the Johnson Controls Facility Explorer (FX) line, powered by the Niagara N4 Framework, for the upcoming Building Automation System project. Our proposed solution provides the County with an enterprise-level, "open-vendor" environment designed for seamless interoperability and high-efficiency building management. Our team has carefully reviewed the project’s functional requirements and is fully prepared to deliver a system that meets or exceeds all performance standards outlined in the scope of work. Based in the region, we provide the County with a dedicated local partner specializing in the deployment of scalable control systems. Our proposed solution offers the County a significant strategic advantage: the Niagara N4 framework is an industry-standard open platform. Unlike proprietary systems that restrict the owner to a single service provider, this architecture allows the County to maintain full ownership of their data and the freedom to choose from a wide pool of certified service providers in the future, allowing future competitive bidding and easy integration with third-party hardware, protecting the County’s investment for decades to come. Based on our proven track record of successful, open-protocol, open-framework installations within the region, we are confident in our ability to deliver a high-quality, scalable Building Automation System that exceeds the project requirements. Please let us know if any additional technical data or references are needed to support this request.

A: Your question has been received and will be answered in an addendum to be issued at a later date. Thank you.

Q (Question regarding licensing requirements): Will you accept a Low Voltage Electrical License in lieu of a Mechanical Class A license for this scope of work? The work is limited strictly to wiring and controller terminations and does not include any mechanical equipment installation."

A: Your question has been received and will be answered in an addendum to be issued at a later date. Thank you.

Q (Test and Balance requirements follow up): Was test and balance done on the VAV's that were retrofitted already with the round-in-round-out kits and the new JCI VAV controllers? When the new controllers were installed on the VAV's, it is likely that test and balance was done to ensure calibrated air flow readings are achieved with the new JCI VAV controllers. If TAB was already done on these VAV's, could you please provide the TAB report that should have been part of that work? If not, then please confirm that we would need to include TAB on these retrofitted JCI VAV's.

A: Your question has been received and will be answered in an addendum to be issued at a later date. Thank you.

Q (List of Previously Retrofitted VAV's): Could you please provide a list of the VAV's/PIU's that were previously retrofitted with the Round-In/Round-Out kits and JCI VAV controllers?

A: Your question has been received and will be answered in an addendum to be issued at a later date. Thank you.

Q (Scope Clarification ): Can you please provide the following scope clarifications. What are the point counts per unit? What are the buildings work hours and access constraints to certain areas? Is after hours work allowed? What is IT's response responsibility? What would be acceptable commissioning criteria? Is there any third party equipment integration criteria? If we replace all the controllers, inputs, and com line, will the customer accept and will everyone else bidding be forced to bid it the same way to compare apples to apples?

A: Your questions have been received and will be answered in an addendum to be issued at a later date. Thank you.
