    Description

    The City of Bend requests proposals from qualified consultants for owner’s representative services for the Outback Facility Improvements Project (Project).The City anticipates that this Project will focus on resiliency measures that include design and construction of water pretreatment facilities and in-conduit hydroelectric generation facilities that would use existing water already being diverted to the Water Filtration Facility. Additionally, the City expects that the Project will include realignment of the Forest Service 4606 road at the Outback Site. This anticipated work is intended to prevent an interruption of drinking water supply during a wildfire within the watershed, power outages, and other natural events that cause heavy sediment loading in Bridge Creek that exceed the treatment capacity of the existing Water Filtration Facility. Council has approved the use a Construction Manager/General Contractor (CMGC) method of project delivery for this Project.The City is seeking a qualified and experienced Owner’s Representative able to provide support to the City through all project phases from preconstruction to closeout, including, if the City acquires the additional property from the Forest Service and secures zoning changes to allow construction on such property and/or secures necessary changes to an existing Forest Service Special Use Permit, performing as the Construction Contract Administrator for the construction phase of the project, as necessary. Qualified consultants should be experienced in the CMGC project delivery method. Familiarity with ODOT 2021 Oregon Standard Specifications for Construction and other industry standard specifications is also expected. The initial contract for this work will only include support during the preconstruction phase, with Construction Contract Administration and construction inspection services to be added by amendment to the Owners’ Representative contract, contingent upon successful amendment negotiations, prior to construction of the project and as needed.Detailed information regarding the services to be provided can be found in Exhibit A – Scope of Work.
