The Department of Human Services, Torrance State Hospital is seeking a contractor to provide MISC. FOODS FOR DELIVERY FROM APRIL-JUNE 2026 to consumers located at State Route 1014, Torrance PA, Westmoreland County. Quantities listed are estimates and may increase or decrease based on the needs of the facility. Bidders will only bid on the acceptable brands, package size and codes as specified. All items to be in accordance with the attached PA Specifications. Delivery Dates are specified in accordance with facility storage space allotment and must be adhered to; facilities may arrange alternate deliveries as it requires. Delivery to be made the day specified, between the hour of 8:00am and 11:45am. Delivery not made on a state holiday. Award will be made by lowest price per line item. Bids must be submitted electronically and are due by February 12, 2026, by 10:00am. Late bids will be disqualified. Contractors must enter firm prices for all items and provide appropriate responses to all “Mandatory Attributes” contained in the solicitation. Failure to submit bid as described may result in yours being rejected as a non-responsive bidder. ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION. All bidders are responsible for monitoring the DGS EMarketplace website to view any change notices to this IFB. The change notices shall become incorporated as part of this bid.
