    Description

    PURPOSE: To establish an Indefinite Quantity Agreement for Oil Sampling and Testing Services on an as needed basis. The estimated dollar amount to be spent on this agreement is $25,000.00. This is an estimate of the annual needs of the City under this Agreement and are for bidding purposes only. This estimate is not to be construed as representing an actual order for that amount, or a guarantee that any minimum amount will actually be purchased. Subsequent to the acceptance of an offer, individual written purchase orders may be issued as needed by the City to purchase items listed herein during the term of the agreement. At no time shall the obligation of the City agency exceed the dollar amount of any associated purchase order. The Agreement will expire on June 30, 2027. Any available funds not obligated by the City by means of a Purchase Order on or prior to that date shall be cancelled after that date. Samples will be taken from various types of equipment, which are located at two separate locations; however, additional equipment may be added, removed, or replaced during the terms of this Agreement. All work shall be performed per the standards listed. The equipment includes, but is not limited to: centrifugal blowers, hydraulic power packs and electric motors. There are approximately 37 pieces of equipment at this time at multiple locations throughout the Plant(s). LOCATIONS: 1. Southerly Water Reclamation Plant located at 6977 South High Street, Lockbourne, OH 43137 and; 2. Jackson Pike Water Reclamation Plant located at 2104 Jackson Pike, Columbus, OH 43223. VENDOR MUST PROVIDE: 1. Collecting the oil samples from the equipment onsite and transporting them to the lab will be the responsibility of the vendor. 2. The following tests will be performed on all of the oil samples (Line 10): Spectrometric Analysis (20 metals minimum), ASTM D5185 Viscosity @ 40°C, ASTM D445 Fourier Transform Infrared Spectroscopy, IAW JOAP Method Particle Count, ISO 4406 Acid Number (KOH/g), ASTM D974 Water (%), ASTM 6304 Analytical Ferrography 3. (Line 20) Vendor must be able to provide oil compatibility testing upon request. The testing must conform to ASTM D7155. 4. (Line 30) Vendor must be able to provide lubricating grease compatibility testing upon request. The testing must conform to ASTM D6185. 5. (Line 40) Vendor must provide a report and review of data analysis for results on collected samples (for testing performed on quarterly basis). 6. (Line 50) Vendor must list any other costs for services, charges, and fees that will also include description for each additional cost under miscellaneous charges. Failure to identify charges will result in non-payment . 7. Vendor will provide an annual onsite review of the oil testing program. The annual onsite review will include looking at the data, reviewing trends, and discussing any changes to the program that are needed. 8. Vendor must have online computer software for storing and analyzing oil test data. Vendor will be responsible for loading oil testing data into the software. City of Columbus personnel must have access to the software. If the Vendor does not get the contract in the future, the City of Columbus must still have access to the historical data that the Vendor collected and logged. The software must also meet the following criteria: Must be 100% web based Store and access all historical oil testing data Must be able to store all oil and grease compatibility testing results Generate graphs and charts using the stored data Produce reports that show the results of the oil testing Export all of the data in excel format 9. City of Columbus personnel must be able to consult with the analyst who reviews the oil test results. Selected vendor will be responsible for collecting the samples and transporting them to the lab.
