    Description

    It is the intent of these specifications, terms, and conditions to describe as-needed Foam Fire Suppression System Inspections, Maintenance, and Repair Services at the Alameda County Household Hazardous Waste collection facility located at 2100 E. 7th St. in Oakland being requested by the County.

    The County intends to award a three (3) year contract (with the option to renew for two [2] years) to the Bidder selected as the most responsive and responsible Bidder whose response conforms to the RFP and meets the County’s requirements.

    These specifications, terms, and conditions are to procure the most environmentally preferable products with equivalent or higher performance and at an equal or lower cost than traditional products.  Specific requirements from the County’s Sustainability Program related to this RFP are included in the appropriate sections.

    Background

    The Alameda County General Services Agency – Building Maintenance Department (GSA-BMD) is tasked with the essential responsibility of overseeing the maintenance, repair, and operational upkeep of a vast array of facilities. With a remarkable portfolio that includes over 182 buildings—ranging from administrative offices and courthouses to youth centers, veterans memorial halls, parking structures, and detention facilities, the department services a collective area of approximately 8.1 million square feet. This extensive coverage reflects GSA-BMD’s dedication to ensuring that each facility remains not only functional but also conducive to the needs of the community, providing a safe and welcoming environment for employees, residents, and visitors alike.     The County is seeking a Contractor to perform routine maintenance, testing, inspection, and as-needed repair services for the Foam Fire Suppression System facility located at 2100 E. 7th St. in Oakland.     • Completeness of Response (1 pts)

      Responses to this solicitation must be complete.  Responses must address all the requirements identified within this solicitation and all related documents, including any Addenda. Failure to meet the Bidder Minimum Qualifications may also be considered an incomplete response and may result in the disqualification of the Bidder.

    • Debarment and Suspension (1 pts)

      Bidders, its principal, and named subcontractors are not identified on the list of Federally debarred, suspended, or other excluded parties located at www.sam.gov/SAM.

    • Mandatory Site Visit/Bidders Conference(s) (1 pts)

    • Cost (100 pts)

      The points for Cost will be computed by dividing the amount of the lowest responsive and responsible bid received by each Bidder’s total proposed cost.

      2. Realism (i.e., is the proposed cost appropriate to the nature of the products and/or services to be provided?).

      Description of Proposed Services:

      Proposals will be evaluated considering the RFP specifications and the questions below:

      1. To what extent does the Bidder demonstrate a clear, comprehensive, and feasible approach to performing routine maintenance, inspection, testing, and repair services for foam fire suppression systems?

      2. How well does the Bidder outline a schedule and methodology for annual inspections, foam testing, and reporting that minimizes disruption and ensures coordination with County operations?

      3. How effective and well-defined is the Bidder’s process for identifying deficiencies, communicating with the County, obtaining approvals, and completing corrective actions?

      4. How capable is the Bidder of providing timely emergency and on-call services, including meeting the required three (3)-hour response time and accommodating after-hours work?

      5. How well does the Bidder address environmental compliance, including containment, haul-away, and proper disposal of foam agents and wastewater?

    • Relevant Experience (100 pts)

      Proposals will be evaluated, including considering the RFP specifications and the questions below:

      1. To what extent does the Bidder demonstrate relevant experience with maintenance, inspection, and repair of commercial or industrial foam fire suppression systems of similar size and complexity?

      2. How well does the Bidder demonstrate experience complying with NFPA 25 and other applicable codes and standards?

      3. How effectively has the Bidder demonstrated experience working in occupied facilities while minimizing operational disruptions?

      4. How strong is the Bidder’s demonstrated experience in responding to emergency service calls and meeting rapid response requirements?

      How well do the Bidder’s qualifications, including a valid California C-16 license and the experience of key personnel, support their ability to successfully perform the required services?

    • Understanding of the Project (125 pts)

      Proposals will be evaluated considering the RFP specifications and the questions below:

      1. How well has the Bidder demonstrated a thorough understanding of the purpose and scope of the project?

      2. How well has the Bidder demonstrated that it understands the deliverables the County expects it to provide?

      3. How well has the Bidder demonstrated that it understands the County’s schedule and can meet it?
