No late proposals shall be accepted. Proposals will only be accepted through the electronic bidding system, Euna Procurement powered by Ion Wave. All responses are due prior to the published response due date and time. Submittals must include all required attachments to be considered for selection. No mailed, emailed, faxed, hand delivered or late responses will be accepted. Responses to all questions received will be posted via an addendum publicly on Ion Wave by Tuesday, March 17, 2026. The Offerors will be publicly announced by the Columbus Board of Public Works and Safety at 10am on March 24, 2026 at City Hall, 123 Washington Street, Columbus, Indiana. In general, the Project consists of construction of a new building to serve as the home for Columbus Animal Care Services. The City currently contemplates that the Project will include: Construction of a new Animal Care Services Center including provisions for animal care, sheltering, office and administrative functions, and public-facing customer engagement, Home base for animal control equipment and operations, Exterior animal exercise areas, Associated drives, walks, multi-use paths, and landscaping to provide a functional site that is compliant with zoning, land use, and other regulations. The property is located on the south side of Arnold Street in the Columbus AirPark (Air Plex Commerce Center Area), directly across from the existing CACS facility at 2730 Arnold Street, Columbus, IN, 47201. Copies of the RFPQ documents including bridging documents, addenda, and other reference documents must be obtained at https://columbusin.ionwave.net/. Proposals must be submitted as outlined in the RFPQ and must contain the names of every person or company interested therein. Proposals shall be reviewed on the basis of the best qualified submission’s qualifications, approach to the project, and ability to deliver the City with the best value over the life of the Project. Interviews may be conducted at the Owner’s discretion based on the conditions set forth in the RFPQ documents. Upon review and selection, the Owner will either enter into an agreement with a selected bidder or reject all Proposals. The Owner reserves the right to reject and/or cancel any and all Proposals, solicitations and/or offers in whole or in part as specified in the solicitation when it is not in the best interests of the City. The Owner also reserves the right to waive irregularities in any Proposal, and to accept any Proposal which is deemed most favorable to the Owner. Submissions are not public documents and will not be made available to other proposers or members of the public during the selection process.
