The Washington Suburban Sanitary Commission, MD (the "WSSC Water"), is soliciting sealed responses for Advanced Metering Infrastructure (AMI) Program Manager. Responses are to be submitted via WSSC Water's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Monday, July 13, 2026. Late responses will not be accepted.
Due to time constraints, WSSC Water will only extend the solicitation due date in a situation of a significant change to the scope. Please submit your questions as soon as possible. To allow quick responses, please submit one question per submission.
WSSC Water is looking to obtain a Program Manager who will oversee the implementation of an Advanced Metering Infrastructure. The implementation will be an AMI Turnkey Solution managed by a vendor awarded on a future contract.

Evaluation Criteria
- FIRM EXPERIENCE (30 pts) —
Offerors shall submit the following documentation demonstrating relevant firm experience:
- Provide a summary of the firm's related experience over the past fifteen (15) years, including AMI deployments, utility program management engagements, and comparable infrastructure implementation projects. For each project, include the client name and contact information, contract value, contract term, number of meters deployed, and a brief description of the Offeror's role and responsibilities.
- Describe the firm's experience managing concurrent workstreams encompassing meter installation, IT system integration, and customer engagement programs within a single AMI deployment.
- Describe prior experience overseeing AMI deployment vendors and subcontractors in a program management capacity, including the oversight structure utilized.
- Describe the firm's experience managing billing system transitions, including any prior conversions from quarterly to monthly billing cycles, and the processes employed to ensure billing continuity and data quality.
- Describe the firm's experience executing meter reading route optimization across multiple meter reading methods.
- Describe the firm's experience in innovative teaming strategies that enhance participation of small and local businesses.
- TECHNICAL APPROACH AND METHODOLOGY (25 pts) —
Offerors shall submit the following documentation describing their proposed technical approach:
- Describe the methodology for developing and maintaining the Full Deployment Project Plan, including approach to cost-loaded scheduling, milestone tracking, and Key Performance Indicators (KPIs).
- Describe the proposed Risk and Mitigation Plan framework, including how risks will be identified, logged, tracked, and updated throughout the project lifecycle.
- Describe the proposed Transition Plan, with specific attention to continuity of billing operations, meter reading, and staffing impacts during deployment.
- Describe the proposed Change Management Plan, including strategies for guiding WSSC Water's organizational adaptation to the AMI environment.
- Describe the approach to Business Process Development, including specific methodologies for the following processes:
- AMI Customer Claims
- Return to Utility
- Quarterly-to-Monthly Bill Phasing, including QA/QC procedures for meter reads
- Modifications to Standard Operating Procedures
- Describe the approach to AMI System Implementation oversight, including review and approval of the deployment vendor's System Enhancement Plan and Training Plan, invoice review, and maintenance of a Decisions Log.
- Describe the approach to providing quality assurance for meter installations and the transition in billing cycles, plus troubleshooting.
- Describe the proposed approach to materials purchasing oversight, including meter and transmitter procurement, material acceptance, inventory management, and disposal of waste.
- Describe the methodology for meter installation oversight, including installation prioritization and phasing, route optimization, inspection services, and the Return to Utility Log process.
- Describe the proposed Customer Engagement Program, including the public communication plan, Customer Contact Information Update Campaign (inclusive of door-to-door canvassing), opt-out tracking protocols, customer feedback survey methodology, and call center oversight.
- Describe the approach to reporting, including proposed report formats, cadence, and content for all reports identified in the Scope of Work.
Describe the approach to prioritization of deployment based on affordability and meter infrastructure concerns, as well as other pertinent factors. - Describe the approach in innovative teaming strategies that enhance the participation of small and local businesses.
- KEY PERSONNEL (20 pts) —
Offerors shall submit the following documentation for all proposed Key Personnel:
- A staffing plan identifying all Key Personnel proposed for this engagement, including the Project Manager, Lead Field Inspector, AMI Technology and System Integration Specialist, Customer Engagement Manager, and Change Management Specialist.
- A resume for each proposed Key Personnel member that includes, at a minimum:
- Current employer and role
- Relevant education and certifications
- A minimum of three (3) relevant project assignments with descriptions of responsibilities performed
- Specific AMI or utility infrastructure experience, where applicable
- Describe the proposed Change Management Specialist's experience leading organizational change initiatives in environments undergoing technology-driven operational transformation. Change Management Specialist must be certified in ADKAR methodology or equivalent.
- Describe the approach to knowledge transfer in the event of personnel substitution, including proposed protocols for maintaining project continuity.
- DEMONSTRATION (10 pts) —
Offerors shall present an overview of their technical proposal to the evaluation panel, highlighting the key elements of their proposed approach. The demonstration shall include discussion of the following:
- The proposed Full Deployment Project Plan, including the overall deployment schedule, cost-loaded milestones, phasing logic, and Key Performance Indicators.
- The proposed approach to managing the transition from quarterly to monthly billing, including QA/QC procedures for meter reads and the proposed phasing timeline.
- The proposed Risk and Mitigation Plan, including risk identification methodology and approach to continuous updates throughout the project lifecycle.
- The proposed Customer Engagement Program, including the public communication plan, Customer Contact Information Update Campaign, and opt-out tracking protocols.
- The proposed staffing structure and qualifications of Key Personnel.
- Responses to scenario-based questions posed by the evaluation panel, which may address risk response, deployment vendor performance, schedule recovery, and operational continuity.
- Sample work products or past deliverables from prior AMI or comparable deployments that substantiate the proposed approach, which may include, but are not limited to:
- Sample project plans or schedules
- Sample risk registers or mitigation logs
- Sample customer engagement communications or campaign materials
- Sample inspection or installation reporting formats
- The ability to provide quality assurance for meter installations and the transition in billing cycles, plus troubleshooting.
- The approach to prioritization of deployment based on affordability and meter infrastructure concerns, as well as other pertinent factors.
Demonstration may be in-person or virtual.
- PRICE (15 pts) —
Offerors shall submit a price proposal including the following components, consistent with the Requirements Contract structure:
- A fully-loaded labor rate and lump sum schedule, by proposed labor category and deliverable, respectively. Pricing shall be inclusive of all direct labor, fringe benefits, overhead, and profit.
- An itemized cost estimate for Microsoft licensing fees and other incidentals required for onboarding to the WSSC Water environment.
- Acknowledge the Requirements Contract structure, confirming that WSSC Water assumes no obligation to purchase any guaranteed volume of services, and that all pricing reflects this structure.
- Any proposed not-to-exceed (NTE) amounts or estimated level of effort by task area, presented for evaluation purposes only and not construed as a guaranteed work commitment by WSSC Water.

- MINIMUM QUALIFICATIONS —
Each Offeror must meet the following minimum qualifications to be considered for the Award:
- Has the Offeror successfully managed the complete (i.e., project initiation, planning, execution, closure) implementation of a turnkey AMI project for a water utility with a minimum of 150,000 residential and commercial meters. (required) —

Project start and completion dates
Scope of services performed (AMI system integration, meter deployment, network installation, program management, etc.)
Confirmation that the project was turnkey (all phases included)
