    The County of Ulster (the County) is requesting Statements of Qualifications (SOQ) from organizations capable of designing, constructing, and renting or selling a series of residential housing units on property that the County owns, located at 51 Center Street in the Village of Ellenville, identified on Real Property Tax Maps as SBL 83.77-7-27) (the “Property”). The County is seeking the development of several residential units at the 51 Center Street site to serve low- and moderate-income residents. The County believes that the site lends itself to homeownership, however Responders should feel free to offer proposals for affordable rentals. Homeownership should be at or below 80% of the County’s Area Median Income (AMI) and rentals should be at or below 60% of AMI. Responders should demonstrate how they can develop an innovative affordable housing project that take advantage of construction innovations (e.g., modular construction) and utilizes creative design and deliberate forethought. Given that there are similar neighborhood infill sites in communities throughout Ulster County, the County would like this project to serve as a pilot project to demonstrate how other vacant, abandoned, or otherwise underutilized sites can be transformed into new housing opportunities. As such, it is expected that, through a collaboration with the chosen developer, the County would retain ownership of the designs and construction documents so as to replicate the project in other locations.
