    • Introduction

      The successful Quoter will furnish all labor, equipment, tools, materials, incidentals, and services required to measure and perform testing of the Photometric and Constant Current Regulators (CCR) as further detailed herein.  Services will be performed on the airfield light fixtures on the airport runway at the Southwest Florida International Airport (RSW).

      Quoter will be required to perform photometric testing services twice annually during the term of the contract.

      • The runway consists of a centerline, edge, and touchdown zone (TDZ) lighting fixtures.
      • The lighting circuits are connected in series and are powered by multiple step Constant Current  Regulators (CCR’s) located in one (1) electrical vault on the airfield.
      • Instructions and requirements for working in the Airfield Operations Area (AOA) will be provided prior to any work performed. All AOA procedural requirements must be strictly adhered to by the successful Quoter.

      The Lee County Port Authority (Authority) seeks a qualified quoter to provide the services identified herein in full accordance with the requirements published in this Request for E-Quote and any agreement entered into with the Authority.
       
      Vendors contracting in a corporate capacity must be registered with the Florida Department of State, Division of Corporations, as a Florida corporation or other Florida recognized and approved legal business entity in good standing and authorized to conduct business in the state of Florida. Wherever the term "vendor" is used herein, it should be understood to mean the 'successful Quoter(s)'.

    • Regulations

      The Successful Quoter must comply with all applicable federal, state, and local laws, ordinances, rules, and regulations pertaining to the performance of the work. The Successful Quoter’s inspections and tests must comply with all applicable codes and standards, including, but not limited to, the following: (i) Federal Aviation Administration (FAA) Guide AC 150/5340-26, 4.1.12 and 5.3; and AC 150/534546E or the most current; and (iii) Illuminating Engineering Society (IES) LM-35 Par. 6.

    • Scope of Work

      PHOTOMETRIC MEASUREMENT TESTING:

      Successful Quoter will perform photometric testing.  Testing must include the following tasks, but is not limited to:

      Mobile Test System Equipment is required to perform tests and, at a minimum, must be capable of the following:

      • Photometric test and measurement equipment must have an array of sensors capable of taking simultaneous readings along the horizontal axis of the light output. (Reference FAA Advisory Circular (AC) 150/5345-46E, or latest edition). Photometric testing must include measuring the light distribution at each light fixture along the horizontal axis. The measurements will be compared with FAA standards presented in the AC for each type of light fixture. 
      • An array of accurate measurement sensors configured to measure light from each light source as the system moves away from that light source.  There will be no loss of accuracy at speeds of at least twenty-five (25) miles per hour (mph). 
      • The capability of log data, when performing the measurements, to display results and identify locations where the average main beam intensity is below agreed levels and/or the beam is misaligned either vertically or horizontally.
      • The capability (including additional sensors) to accurately track the position of each measurement sensor relative to the specified main beam area of each light source being measured.
      • The capability to automatically calculate the average intensity (in candela) in the main beam area and estimate vertical and horizontal beam alignment (in degrees) by identifying the position of the brightest part of the light beam measured.
      • Successful Quoter must comply with IES LM-35 Part 6 when using test equipment to calibrate the mobile system sensors and calibration certification will be provided to the Authority's designee upon completion of the testing. 

      Testing Requirements: 

      • Measure and record the photometric performance of centerline, edge, and touchdown zone lights on the runways. 
      • Using Global Positioning System (GPS) locating equipment to obtain the coordinates of each of the runway and taxiway fixtures tested. A written report in Microsoft Excel format will be provided to the Authority upon completion of this test.
      • Using the FAA Tables in regulation AC 150/5345-46E, Quoter will determine the efficiency of each lighting system and provide recommendations for relamping, cleaning, replacement, and/or adjustment of fixtures. 
      • Prior to the airfield light testing, the following parameters for each associated constant current regulator must be recorded at all five (5) level intensities: 
        1. Input current to the regulator (I in).
        2. Input voltage to the regulator (V in).
        3. Output current from the regulator (I out).
        4. Output voltage from the regulator (V out).
        5. Total power (KVA).
        6. Reactive power (KVAR).
        7. Resistive power (kW).
        8. Total harmonic distortion of current (THD Current).
        9. Total harmonic distortion of current (THD Voltage). 

      Upon completion, the Authority will inspect areas where work has been performed. The Successful Quoter must provide daily work sheets stating area where work was completed, name(s) of personnel who conducted the work, and the hours worked.  The Authority’s representative will approve the daily work sheet upon satisfactory completion of the work.

      RESPONSIBILITY OF THE AUTHORITY

      The Authority will provide parking for the Successful Quoter’s employees to use during the performance of the work.

      RESPONSIBILITY OF THE SUCCESSFUL QUOTER

      The Successful Quoter will be solely responsible for furnishing all tools, specialized equipment, software, and hardware needed to perform the photometric and CCR testing, as well as all other items necessary to perform the work described herein.  Any equipment used on Authority premises must be maintained in an operable condition at all times. The Authority reserves the right to inspect and approve any and all tools, equipment, or apparatus used on the Authority’s premises.  The awarded vendor will ensure that equipment is operated in compliance with proper safety procedures and practices per the manufacturer's guidelines. If it is determined, in the Authority’s sole discretion, that a piece of the SB equipment is not presentable, leaking, or in poor working condition, the Successful Quoter will promptly remove such equipment from the premises and replace it with equipment that meets the approval of the Authority.  Successful Quoter will perform all of its obligations and functions under the agreement in accordance with this E-Quote.  The Successful Quoter will adjust and coordinate its activities so as not to disturb, endanger, interfere with, or delay the operations or activities of the Authority. The Successful Quoter will attend coordination meetings with the Authority’s designee before and after the commencement of services. The Successful Quoter's employees must be able to identify and understand all signs and notices in and/or around the areas that relate to them or the services being performed by them pursuant to the agreement.  While working on airport property, the awarded vendor's employees must wear neat-appearing uniforms with the company name and/or logo and footwear that complies with all legal and safety requirements, including, but not limited to, the requirements of OSHA. A valid driver’s license (Commercial Driver License, if applicable) will be required of all personnel operating motor vehicles or motorized equipment on roadways in or around Southwest Florida International Airport.  Each of the Successful Quoter motor vehicles brought onto Authority premises must have the Successful Quoter business name and/or logo prominently displayed on both front doors of such vehicle. The Successful Quoter will be responsible for providing cellular phone equipment and services to its employees.  During the progress of the work, the Successful Quoter will keep the premises free from accumulation of waste materials and other debris resulting from the work.  Upon completion of the work, the awarded vendor will remove all waste materials and debris from the premises, as well as all tools, equipment, machinery, and any surplus materials.  The site must be left clean and ready for occupancy by the Authority.  The Successful Quoter warrants that it will replace, at no additional cost to the Authority, any item that is damaged as a result of the Successful Bidder's error or negligent, reckless, or intentional act or omission.  Any work required beyond that which is specified herein must be reported in advance to the Authority.  At no time will work beyond the scope be performed without prior written authorization.  

      The Successful Quoter will provide the Authority, within fifteen (15) business days after the performance of the work, the following written reports:

      • Type, model number, serial number and location of equipment 
      • One (1) thumb drive or email containing the study and report in MS Word format
      • One (1) calibration sheet for the photometric testing equipment; and
      • A final report in Microsoft Excel format. 

      SAFETY AND PROTECTION 

      The Successful Quoter will be solely and completely responsible for initiating, maintaining, and supervising all safety precautions and programs related to the work. The Successful Quoter will take all necessary precautions for the safety of, and will provide the necessary protection to prevent injury to, all employees on the worksite and other persons, including, but not limited to, Authority employees who may be affected thereby.  Dangerous voltages are present during the system testing. The Successful Quoter will be solely responsible for the safety of all personnel involved in testing activities and will ensure that all testing areas are secured to prevent entry by unqualified personnel.  Observe all safety instructions or precautions recommended by the testing equipment manufacturer. The Successful Quoter must provide and use safety devices, such as rubber gloves, protective barriers, and danger signs, to protect and warn airport personnel in the testing area.  The awarded vendor will replace any device or equipment that is damaged due to improper test procedures or handling.  In addition to compliance with the Successful Quoter safety program, the Quoter must comply with the following documents/programs and any additional programs determined necessary by the Authority:  

      • OSHA, 29CFR1910 – Occupational Safety Standards
      • OSHA, 29CFR1926 – Safety and Health regulations for Construction
      • NFPA 70B – Recommended Practices for Electrical Equipment Maintenance   
      • NFPA 70E – Standard for Electrical Safety in the Workplace
      • AC 150/5340-26 – Maintenance of Airport Visual Aid Facilities
      • Owner’s Safety Program 
    • Basis of Award
      The award will be made to the responsive and responsible Quoter having the lowest total quote. The lowest Quoter is the Quoter submitting the lowest quote for goods and/or services that meet or exceed the minimum specifications/scope of work set forth in the E-Quote documents.  To be eligible for consideration, all quote lines must be completed.  A n/a, blank, or zero will be deemed to mean "no charge" to the Authority.
      To be responsive, a Quoter must submit an E-quote that conforms in all material respects to the requirements set forth in the Request for E-Quote. To be responsible, a Quoter must have the capability in all respects to perform fully and the tenacity, perseverance, experience, reliability, integrity, capacity, facilities, equipment and credit which will ensure good faith performance.
      The Authority reserves the right to make such an investigation as it deems needed to ensure the ability of any Quoter to furnish requested services. Information the Authority deems necessary to make this determination must be provided by the Quoter. Such information may include, but will not be limited to, current financial statements, verification of availability of equipment and personnel, and past performance records.

       

    • Pricing
      All pricing submitted in response to this Request for E-Quote must be fixed, firm net pricing inclusive of all costs necessary to provide the goods and/or perform the services. For recurring purchases, pricing must be held for the duration of the resulting Agreement (if any).
       
      If provided, estimated quantities indicated on the pricing form are for quoting purposes only. The amount of actual purchase of the item(s), or the service(s) to be performed, described in this Request for E-Quotes is neither guaranteed nor implied. Payment to the vendor will be made only for the actual quantities of work performed or materials furnished.
       
      The Authority is tax-exempt, subject to provisions of Florida law regarding sales tax.  The pricing set forth in the PO or Service Provider Agreement resulting from this Request for E-Quote will be understood and agreed to, including any and all Florida sales and use tax obligations of the vendor and its subcontractors/suppliers. 
       

       

    • Withdrawal or Modification of E-Quote

      No changes to submitted E-Quotes are allowed to be made after the deadline for submission of an E-Quote has passed. Negligence on the part of the Quoter in preparing its E-Quote confers no right of withdrawal or modification after an E-Quote is submitted.

    • Service Provider Agreement

      Service Provider Agreement, in the form attached within the attachment section, will be entered into between the successful Quoter and the Authority to purchase goods and/or services.

      Pricing will remain firm for the term of the Service Provider Agreement. LCPA is seeking a three (3) year term for this agreement.

      Failure of the successful Quoter to execute and return the agreement within (10) ten calendar days from the date notice of intent to award is announced will constitute grounds for cancellation of the award.

    • Minimum Insurance Requirements

      The successful Quoter is required to meet the insurance requirements set forth in the Service Provider Agreement, unless exceptions are expressly indicated in this section and approved by the Authority's Risk Manager.

      I certify that I understand the pricing structure and mathematical calculations required for the digital Official Bid Form. I acknowledge that because the line items specify 'Includes 2 Tests Per Year,' I must enter the combined annual cost (the cost of 2 tests) into the 'Cost per (2) Photometric / CCR Test' field. I understand the digital system will simply multiply this entered cost by the 'Quantity Per Year' to determine the final Total.  I further understand and acknowledge that entering the wrong dollar amount will be accepted as my official submittal and cannot be changed after the response due date and time. 

      Example Calculation: For Line Item 1 (Edge Fixtures - Includes 2 Tests Per Year):
      • The required quantity is 4 fixtures.
      • If your cost to perform a single test on one fixture is $8, .
      • You must enter $16 into the "Cost per (2) Photometric /CCR Test" field.
      • The system will then automatically calculate your final total for this line item as: $16 x 4 fixtures = $64
