    Evaluation Criteria

    • Firm Qualifications, Experience, and Proven Results (30 pts)

      Proposer shall demonstrate its experience, qualifications, staffing, and proven results with advertising sales revenue.

      Proposals should include:

      • A brief company profile including company history, organization, details of primary contact, project managers, support staff, and contact information (including headquarters and service locations).
      • Management approach and services including defined individual staff responsibilities with an emphasis on the role of the primary contact, and lines of authority and interface with the Flagstaff Pulliam Airport, Airport Communications Manager.
      • Relevant experience with airport, transportation, tourism, hospitality, or local/regional advertising programs.
      • Demonstrated experience, and proven results, generating advertising sales revenue.
      • The names of a minimum of 10 existing advertising clients, including the agency contact’s name, email, and phone number.
      • Explanation of the proposer’s suitability for Flagstaff Pulliam Airport’s goals and objectives.
    • Advertising Sales Approach, Implementation Plan, and Value-Added Recommendations (25 pts)

      Proposer shall describe the approach it would use to effectively sell advertising for Flagstaff Pulliam Airport

            Proposals should include:

      • An explanation of the approach the Firm would use for the Flagstaff Pulliam Airport to effectively sell advertising in the terminal which will include a breakout of cost sharing with the airport.
      • Demonstration of the value your organization brings to advertising sales and how your firm’s approach will be of the greatest benefit to Flagstaff Pulliam Airport.
      • Recommended enhancements, alternative advertising opportunities, sponsorship concepts, or other value-added ideas that may increase revenue, advertiser participation, or value to the Airport.
      • Proposed timeline to begin advertising sales as soon as October 1, 2026. Please include any phases or steps of implementation and key deadlines.
    • Strategic Plan to Increase Airport Advertising Sales (25 pts)

      Proposer shall provide a strategic plan showing how it would increase Airport advertising sales and work toward the Airport’s approximate annual advertising sales potential of up to $100,000.

      Proposals should include:

      • Strategic plan to increase Airport advertising sales.
      • A competitive revenue-sharing model that maximizes returns for Flagstaff Pulliam Airport.
      • A description of the businesses, organizations, events, festivals, and other potential advertisers your firm would target to fill the Airport terminal’s ad space.
      • Explanation of how the proposer would build and maintain an advertising base.
      • Explanation of how monthly payments to the City would be calculated and submitted based on advertising sales.
    • Quality of Advertiser Examples, Reporting, ROI, and Results (20 pts)

      Proposer shall provide examples demonstrating the quality of its advertising work, reporting, and results.

      Proposals should include:

      • Examples of prior advertising campaigns or advertising sales programs from businesses which have clientele similar to Flagstaff Pulliam Airport, including campaign and sales results where applicable.
      • Examples that demonstrate ad attribution, return on investment, advertiser value, or other performance measurements, where available.
      • Examples of monthly reporting which can be submitted via email to Flagstaff Pulliam Airport.
      • Explanation of benchmarks used to measure advertising performance or success.

      Notations: Any strikeouts, notes or modifications to the Solicitation documents shall be initialed in ink by the authorized person who signs a Proposal. If notations are made, they must be submitted with a Proposal and are considered Exceptions.

      Exceptions: In addition to any notations on the Solicitation documents, please identify and list any exceptions to the Solicitation, by section/paragraph, on this Exceptions Form. The City reserves the right to reject, accept or further negotiate Exceptions. Exceptions may render a Proposal non-responsive.

      Exceptions to Form of Contract: A Proposer may request changes to the form of contract (including any Standard or Special Terms and Conditions or Insurance Requirements) on the Exceptions Form. A Proposer may also submit its own form of contract. The City will consider these in the same manner as any other exceptions.

      A Proposer must indicate any and all exceptions taken to the requirements, specifications, and/or terms and conditions of this Solicitation, including the form of contract. If "Yes" is selected, please upload a document detailing the exception.

    • Confidential Materials (required)

      Pursuant to Section 11.3(A)(7) of the Procurement Code Manual, information provided in a Proposal shall be confidential so as to avoid disclosure of contents prejudicial to competing Proposers during the process for evaluation. Proposals shall be open for public inspection after Contract award. Except to the extent a Proposer designates, and the Director of Procurement concurs, trade secrets or other proprietary data contained in the Proposal documents shall remain confidential.

      If a Proposer believes that part of a Proposal is a trade secret or contains other proprietary data, a Proposer shall mark the page(s) “CONFIDENTIAL” and isolate the pages as an attachment to this form. A Proposer shall also include an explanation why the information is a trade secret or contains other proprietary data.

      Requests to deem the entire Proposal as confidential will not be considered.

      A Proposer must provide notice if it would like confidential information returned after final Contract award (and a Proposer is not selected for contract award). A Proposer is responsible for pick-up.

      Upon City Council Contract award, information submitted in response to a Solicitation is subject to disclosure pursuant to the Arizona Public Records Law. A.R.S. § 39-121, et seq. If a Proposer has clearly marked its trade secrets or other proprietary information as “confidential”, the City will endeavor to notify the Proposer prior to release of such information.

    • Cooperative Purchases (required)

      The City of Flagstaff is a member of Flagstaff Alliance for the Second Century, along with the Coconino County Community College District, Northern Arizona University, Coconino County and Flagstaff Unified School District. The City is also a member of S.A.V.E. (Strategic Alliance for Volume Expenditures), which consists of numerous municipalities, counties, universities, colleges, schools and other Arizona State agencies. Cooperative purchasing arrangements such as the above are sanctioned by state law and allow a Contractor to sell services and materials to any member of a cooperative group under the same pricing, terms and conditions of contract awarded to the Contractor by any other member, following a competitive procurement process.

      If you answer No, that is acceptable. The City will not reject your submission or consider it to be non-responsive. If you answered Yes, and a contract is approved, others may seek to do business with you under the same terms and conditions, subject to your approval.
