Transitional costs are a significant consideration in selecting a procurement item and the results of a cost-benefit analysis demonstrate that transitional costs are unreasonable or cost prohibitive, and that the award of a contract without engaging in a standard procurement process is in the best interest of the procurement unit. Ellevation is software used by many professionals at the Granite School District including teachers, para-educators, and counselors. It is estimated that training would require a half-day training costing $150 per teacher and counselor and $16 per hour for a para-educator. There are around 3,500 teachers, 1,500 para-educators, and 300 counselors.
