INSTRUCTIONS TO RESPONDENTS Bids are solicited for furnishing the goods, supplies, equipment and/or services as set forth in this solicitation. Sealed Bids received late will be returned; they will not be opened nor considered in the evaluation of the bid. The undersigned agrees, if the bid is accepted, to furnish any and all items upon which prices are offered, at the price(s) and upon the terms and conditions contained in the specifications. The period of acceptance of this bid will be 90 calendar days after the bid opening date. SCOPE: The San Antonio Water System is soliciting proposals from qualified respondents to furnish, implement, and maintain a modern Identity and Access Management (IAM) solution to replace the existing custom-developed identity management capability used by the organization’s public-facing online portals. The selected solution must provide secure, scalable, and standards-based authentication and authorization services that improve security posture, reduce internal maintenance burden, and support future digital growth. The IAM solution must integrate seamlessly into the existing portal experience and must not require customers to be redirected to a vendor-hosted site for authentication or account management. All customer-facing authentication, registration, and account management interactions must occur within the organization’s portal experience and support full customization and branding alignment, including logos, colors, messaging, and user flows. The organization is seeking a proven, vendor-supported SaaS IAM platform that supports this embedded, white-labeled approach and integrates cleanly with existing enterprise systems.
