    Description

    The City of Waxahachie is soliciting sealed proposals from qualified service providers (“Contractor”) to furnish comprehensive lawn maintenance and landscaping services under an annual contract. The contract will be awarded to the Contractor whose proposal represents the best value to the City of Waxahachie. The City anticipates awarding the contract for the Fiscal Year 2027 (FY27) budget period, which begins October 1, 2026.

    Background

    Proposals must include pricing for High Profile Properties, Low Profile Properties, and Indefinite Delivery/Indefinite Quantity (IDIQ) services. IDIQ pricing shall accommodate the addition, removal, or modification of service locations throughout the contract term, as operational needs evolve. Potential new locations may include newly constructed City facilities, recently acquired properties, annexed areas, or other sites designated by the City.

    Services will be provided at more than ninety (90) City-owned locations, including right-of-way properties. This solicitation includes exhibits for each location in the attachments, as well as a link to an interactive GIS map identifying all service locations.

    Evaluation Criteria

    • Cost (50 pts)

      Cost will be evaluated based on a mathematical formula comparing the total cost to the other proposers' total cost.

    • Experience and Qualifications (20 pts)

      The company should be a well established business with applicable experience. This evaluation will also consider the requirement of providing a Commercial Pesticide Applicator License issued by TDA and a TCEQ Irrigation License.

       
    • Approach to Provide Services (20 pts)

      This shall include, but is not limited to, the quality of services proposed, the staffing approach, equipment list, service schedule, and response time and method used to address any issues reported.

    • References (10 pts)

      References from municipalities and/or other governmental agencies with properties of similar size and scope are preferred.

    Q (Pesticide Applicator License ): Can services requiring a commercial pesticide applicator license be performed by a licensed subcontractor under the prime contractor?

    A: Yes, they can, however, the city will require the prime to provide the appropriate commercial pesticide applicator licenses from the subcontractor. Additionally, the subcontractor may be required to register as a contractor with the city.


    Q (pricing sheet): in the pricing sheet, before line item 12, it's missing a line for General Service scope (prob with 34 quantity) for Broadhead Median 1 & 2.

    A: Broadhead Median 1 & 2 does not require General Service Scope per the bid pricing sheet. Only bid on the specialized services as detailed on the pricing sheet.


    Q (pricing sheet 2): In the pricing sheet, could you please clarify the unit of measure for Line Items 277–280, 284, and 285–290? Specifically, should these be priced per square foot, per acre, per hour, or per person (for irrigation-related items)? Clarification will help ensure all vendors are bidding on a consistent basis.

    A: For line items 277 - 280 use unit of measure = per Sq. Ft. (per square foot) For line item 284 use unit of measure = per hour For line items 285 - 290 use unit of measure = per Sq. Ft. (per square foot)


    Q (No subject): Could you please clarify whether the High-Profile and Low-Profile locations will be awarded to a single vendor, or if the City may award them separately?

    A: Please refer to Section 2.3 Contract Award of this solicitation: "The City reserves the right to enter into an agreement with a single award, split awards, non-award, or use any combination that best serves the interest and at sole discretion of the City"


    Q (Previous Bid Tabulation): Could you please provide the incumbent vendor and awarded amount?

    A: Lantana Lawn Care was the incumbent vendor for the High Profile locations. Their contract was executed on October 26, 2022, with a total annual estimated value of $317,857 covering 37 locations. Hoots Lawn Care was the incumbent vendor for the Low Profile locations. Their contract was executed on October 27, 2022, with a total annual estimated value of $74,795 covering 13 locations. Please note that these award amounts were based on a total of 50 service locations in 2022. The current solicitation has expanded to over 90 service locations.


    Q (Frequency of low profile): In section 3.2.2 it says turf areas shall be mowed once every 2 weeks March-October, but the pricing sheet starting at line item 256-276 shows frequency of 34. Can you please clarify? (Low profile properties)

    A: We are requesting 17 cuts on select low profile locations. These quantities will be changed and will be included in an addendum.


    Q (No subject): Is the contract only for one year or multiple years?

    A: Per section 2.3 of this solicitation in Contract Award and Contract Terms - The City intends to enter into a contract with the awarded Contractor for a period of three (3) years with two (2) additional one (1) year term renewal options. The contract will automatically renew unless either party provides a written cancellation notice at least ninety (90) days before the active term end date. The contract pricing must be valid for at least the first full year of the contract.


    Q (No subject): Are there any areas where work needs to be completed on specific days of the week?

    A: Yes, certain locations may require services on specific days of the week to accommodate upcoming events, including both weekdays and weekends. However, there is no fixed schedule for these occurrences. The contractor should be prepared to provide services on an as-needed basis to support event requirements.
