This PROJECT IS A STANDARD LOW BID PROJECT and includes: GENERAL CONSTRUCTION The work under this Contract shall generally consist of, but not necessarily be limited to, providing all labor, material, devices, tools and equipment required for the installation of approximately 3,700 LF (Area 8) and approximately 12,000 LF (Area 13) of new 10”, 8”, 6”, & 4” watermain, fire hydrants, valves, tie ins, & service laterals and curb stops located in Fort Indiantown Gap and shall be in total accordance with the specifications and drawings and subject to the terms and conditions of all other Contract Documents. ESTIMATED RANGE: General Construction - $2,000,001.00 - $3,000,000.00 ESTIMATED RANGE: Liquidated Damages: General Construction - $750.00 per day MANDATORY PRE-BID CONFERENCE: The Pre-Bid Conference will take place on Wednesday June 10, 2026, at 10:00AM at Building 11-64 Conference Room (map in bid docs), Lebanon County, PA. ALL POTENTIAL BIDDERS MUST BE PRESENT TO SUBMIT A BID SUBMISSION. Questions are due back by COB 3:30PM EST on June 19, 2026. DATE FOR RECEIVING BIDS IS July 1, 2026, by 2:00P.M. The Department of General Services Public Works and the Office of Business Inclusion and Supplier Development (BISD) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works. Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information.
