    Description

    The purpose of this Request for Proposals (RFP) for Professional Services is to establish one or more term contracts for Athletic Training Services to support student-athlete health, safety, injury prevention, treatment, and rehabilitation for for high school athletics (and designated middle school events), in accordance with all applicable federal, state, and local requirements.

    The services will be provided district-wide for the School Board of the City of Richmond (School Board), a public body within the Commonwealth of Virginia.

    The School Board of the City of Richmond does not discriminate against faith-based organizations in accordance with the Code of Virginia, § 2.24343.1 or against a bidder or offeror because of race, religion, color, sex, national origin, age, disability, or any other basis prohibited by state law relating to discrimination in employment in the performance of its procurement activity.

    Background

    The School Board of the City of Richmond (School Board) is the policy-making body for Richmond Public Schools (RPS) and serves within the framework provided by law, the will of the local citizenry, and the ethics of professional personnel. RPS is committed to excellence in athletics as part of a larger commitment to excellence in education. The RPS Athletics Department (Athletics) offers interscholastic athletics competition in middle school, as well as at the high school level. Some of the sports offered through Athletics include football, cross country, volleyball, basketball, track and field, softball, baseball, wrestling, tennis, golf, soccer, forensics, and cheerleading. Many of these sports are offered for boys and girls and many are offered at the junior varsity and varsity levels. As of March 6, 2026, RPS had eight Middle Schools and five Comprehensive High Schools, and three which are College Preparatory Alternative High Schools. Currently, athletic training services are fulfilled via a contracted provider, which assigns a dedicated Certified Athletic Trainer to each Comprehensive High School to serve the student-athletes participating in Athletics. At the Middle School level, the contracted provider utilizes a rotating service model to deliver Certified Athletic Trainer coverage across the eight middle school athletic programs.

    • Offeror Qualifications and Experience (35 pts)
      • Firm Background: Assessment of the Offeror’s history, stability, and specialized expertise in providing clinical athletic training services within a K-12 or collegiate environment.
      • K-12 Expertise: Evaluation of the Offeror’s experience collaborating with school divisions of similar size and student population, specifically navigating the complexities of secondary school athletics.
      • Past Performance: Evidence of successful service delivery in contracts of similar scope and magnitude, including the ability to manage multiple sites simultaneously.
      • Continuous Improvement: Demonstrated experience in collecting and analyzing performance data (e.g., injury trends, treatment outcomes) to improve service delivery and student-athlete safety.
    • Technical Approach (35 pts)

      •  Service Delivery Plan: The adequacy of the proposed plan to meet the mandated 25+ hour weekly requirement per school during the peak August–June season. 
      •  Clinical Methodology: The Offeror’s approach to the full spectrum of care: prevention (taping/bracing), evaluation, immediate treatment, and rehabilitation . 
      •  Regulatory Compliance: Clear understanding and plan for implementing VHSL requirements, including the Weight Control Program for wrestling and pre-participation physicals. 
      •  Emergency Preparedness: The quality of the plan for assisting administrators with Emergency Medical Action Plans for all VHSL-sponsored activities. 
      •  Communication & Record Keeping: Procedures for maintaining accurate medical records and ensuring consistent communication with coaches, parents, and physicians . 
      •  Equipment Management: The plan for supplying and maintaining necessary first-aid and therapeutic equipment as required. 

    • Key Personnel (30 pts)

      •  Professional Licensure: Verification that all proposed staff hold an unrestricted license from the Virginia Department of Health Professions Board of Medicine. 
       Board Certification: Verification of current certification by the National Athletic Trainers’ Association Board of Certification (BOC). 
      •  Staff Resumes: Evaluation of the specific experience of the individuals assigned to RPS, with a preference for those having direct experience with high school athletes. 
      •  Supervision Structure: Assessment of how staff will be monitored and supported by the firm to ensure alignment with the District Coordinator of Athletics.

      By submitting a response, the offeror hereby warrants and certifies that –

      1. All information provided below and in any schedule attached hereto is true, accurate and complete;
      2. The individual signing on Offeror’s behalf is authorized to bind the Offeror in any and all contractual matters relating to this Request for Proposals;
      3. The Offeror, the individual signing on behalf of the Offeror, or any officer of the firm does not have any business, financial, or personal relationships with any other persons, including School Board members, RPS employees, officers or executives; or companies that are in conflict with the Commonwealth of Virginia’s Conflict of Interest Act or of any School Board terms and conditions; and
      4. The Offeror has not employed or retained any firm or person other than a bona fide employee working solely for the firm to solicit or secure this contract and has not paid or agreed to pay any firm or person other than a bona fide employee working solely for the firm any fee, commission, percentage, brokerage fee, gifts or other consideration contingent upon or resulting from the award or making of this contract.

      In compliance with this request for proposal and to all the conditions imposed therein, the offeror hereby agrees to furnish all goods and services in accordance with the attached signed proposal or as mutually agreed upon by subsequent negotiation. If the Offeror knowingly makes a material misrepresentation in submitting information to the School Board, such misrepresentation will be sufficient grounds for rescinding an award to the Offeror.

      The Contractor shall certify that Contractor, Contractor's employees, and all other persons who will have direct contract with students on school property during regular school hours or during school- sponsored activities have not been convicted of a violent felony set forth in the definition of barrier crimes in Code of Virginia §19.2-392.02. A., any offense involving the sexual molestation or physical or sexual abuse or rape of a child, or any crime of moral turpitude. In accordance with this paragraph, Contractor shall execute the certification and submit the certification contemporaneously with this executed Contract.

      Pursuant to Code of Virginia §22.1-296.1, any person making a materially false statement regarding offenses which are required to be included in the certification referenced above shall be guilty of a Class 1 misdemeanor and, upon conviction, the fact of such conviction shall be grounds for the revocation of the contract to provide such services and, when relevant, the revocation of any license required to provide such services. Richmond Public Schools shall not be liable for materially false statements regarding the certifications required under this Contract.
