    Description

    SHARP, INC. (SHARP) on behalf of the Owner (Auburn Falls, LP), is seeking a Licensed B General Contractor (GC) to provide Construction services for the project entitled “Auburn Falls RAD Project”, described herein. This solicitation is conducted as a private procurement by SHARP; however, applicable federal requirements associated with project funding shall apply to the selected Contractor. SHARP and the Owner retain full discretion over the selection process, evaluation, and award.

    Applicants with relevant experience and the qualifications required to implement the scope of work as described in this Request for Proposal (RFP) are encouraged to respond. The selected Contractor will work with the Owner’s Project Team, and the expectation is that an AIA Construction Contract will be executed with the awarded Contractor.

    The Applicant must be skilled in performing Construction activities in accordance with Tax Credit Allocation Committee (TCAC) regulations. The Applicant shall also comply with all applicable federal requirements, including 24 CFR Part 75 and the Davis-Bacon and Related Acts, as implemented at 29 CFR Part 5 and applicable HUD program regulations. 

    Construction cost proposal shall include physical improvements to the buildings and various site improvements. This budget shall include all general conditions, overhead and profit, insurance, contingency, etc. This project will utilize 4% Tax Credits and will be subject to regulations governing that funding source.

    The selected Contractor shall possess and maintain a valid Class “B” General Building Contractor License for the duration of the project.

    Self-performance by the General Contractor is permitted; however, the following trades shall be performed only by contractors or subcontractors holding the appropriate California specialty license, and this requirement applies to all subcontract tiers:

    • Asbestos Abatement (C-22); Electrical (C-10); Warm-Air Heating, Ventilation and A/C (C-20), Roofing (C-39); Low Voltage System (C-7); Fire Protection (C-16); Lathing and Plastering (C-35), Landscaping (C27).

    In addition, any subcontractor performing surveillance system installation must be a certified Digital Watchdog (DW) installer and must have three years’ experience installing DW products.  

    All other trades may be either self-performed or subcontracted.

    Proposers may submit proposals for either: (1) Tiara Way and Sierra Hills; (2) Sunset Ridge and Engle Road; or (3) all four (4) properties. Proposals for individual properties outside of these groupings will not be considered.

    Background

    The Sacramento Housing and Redevelopment Agency (SHRA) is not involved in this project, is not a party to the Agreement, and has otherwise not committed to this item.

    This project is being issued by Sacramento Housing Authority Repositioning Program (SHARP), Inc., a separate 501(c)(3) nonprofit corporation and non-component entity of SHRA.

    Any system-level references to SHRA shall be disregarded and do not represent SHRA involvement in the project.

      A. Cover Letter

      A letter introducing your firm, printed on the company’s letterhead stating the company’s full name, mailing and street address, telephone number, fax number, and e-mail address if applicable, and listing in general the types of services that can be provided. The letter shall be executed by an authorized signatory of the company. This Project requires signing an AIA contract and general conditions. Signatory shall acknowledge that they have read and understand the attached AIA general conditions (Form A201) and AIA contract (Form A102).

      B. Qualifications and Past Experience on Similar Projects

      SHARP requires the contractor and its subcontractors to have prior experience in all aspects of the services related to the size, complexity and scope of this RFP.

      1. Provide the qualifications of your company that make you eligible to provide the services requested for this project. Provide a letter of bondability from your bonding company demonstrating your ability to bond to 100% of the anticipated value of the project. Indicate if your firm or any owners / officers have ever been debarred, suspended or otherwise excluded from receiving Federal, state or public agency contracts.

      2. History of the company and a list of key individuals who are a part of the firm, their education, experience, certificates and licenses held, and how they relate to the firm’s organization.

      3. Provide a list of similar construction projects which your company (Local Office) has performed over the past 5 years along with the project construction costs, the owner’s point of contact, and contact information.

      4. Describe what made your two most recent similar projects successful for the project owner. Identify a contact person's name for each project and their telephone number. For each project presented as support for qualifying for this Project, please set forth the following:

      a. Name and description of the project with client information, including current e-mail address and phone number;

      b. Total project value;

      c. Firm's contract value;

      d. Firm's Services. Descriptions should be specific and describe the project parameters in detail and the extent of the contractor's responsibilities without being over generalized;

      e. Key personnel who have worked on a referenced project and their role on the project;

      f. Duration of each project from start to finish;

      g. Description should be limited to one (1) page for each project.

      5. Indicate your approach to Construction services and delineate what you identify as the critical component of these processes.

      6. Describe any complaints filed against your firm by public agencies in the last five (5) years.

      7. Provide a record of claims, litigation, or arbitration matters initiated by your firm or against your firm in the last five (5) years.

      8. Describe the typical geographic range of your firm’s work.

      9. Provide any additional information that you feel will be helpful to the Selection Committee in evaluating your qualifications.

      10. List of main subcontractors, including their contractor state license board number, describing their experience on similar projects and background of key personnel. Surveillance and fire alarm subcontractors must meet the qualification required in this RFP. The bidder hereby gives assurance that if contract is awarded to bidder; all subcontractors listed above are licensed by the State of California to perform the proposed workrade. Bidder assures that no subcontractor shall be deleted or substituted for without the prior written approval of the SHARP Contracting Officer.

      11. Fill out and submit subcontractor questionnaire form for qualified subcontractors. This includes fire Alarm, Surveillance, and HVAC/mechanical subcontractors. The subcontractor questionnaire can be found in the #Attachments

      C. Proposed Key Personnel

      Proposal must include a list of project staff the contractor proposes to use in executing the project, and the roles each of the staff will play. Proposal must:

      1. Provide a staffing plan for the project which includes the following key staff:

      a. Project Executive: Minimum 15 years of experience in construction industry;

      b. Project Manager: Minimum 10 years of experience in construction industry;

      c. Superintendent/Construction Manager: Minimum 10 years of experience in construction industry;

      d. Project Engineer: Minimum 5 years of experience in construction industry.

      2. Designate and provide a resume on those company members who may represent and/or support your firm as a project manager or key individual on this project. Include a brief description of at least three similar projects completed by the Project Manager(s); including both the Project and Construction Budget along with the owner’s project contact person (include telephone number).

      D. Construction Schedule

      The anticipated duration of construction is One Hundred Seventy-Eight (178) days (construction start to substantial completion). Contractor must demonstrate an ability to meet timing requirements to complete the project.

      1. Provide a construction schedule and phasing plan identifying the critical path of the project. Contractor must use the schedule constraints described under section “Selection Criteria”.

      2. Provide a CPM schedule for the entire project considering the constraints listed below.

      a. Construction schedule must identify the long lead items and a critical path. Schedule must include information such as submittals and preconstruction activities, critical activities, total duration of the project, total float, free float, substantial completion and certificate of occupancy.

      b. There are no schedule constraints for this project. Owner will vacate the properties prior to construction start.

      c. Project Approach: Explain how you would approach the project in order to minimize disruption, maximize value for the owner and deliver the project in the most efficient way possible.

      Provide a schedule of value itemizing each discipline cost as lump sum items. Cost proposal shall include all labor, materials, taxes, insurance, supplies, tools, equipment, and incidentals necessary to perform the scope of work described in plans, specification and consultant’s reports. Cost proposal shall:

       

      1. Provide direct project costs that you will require for self-performing or subcontracting the construction of the project.

      2. Provide staffing costs and other direct project costs that you will require as a General Contractor for construction of the project.

      3. Provide your General Contractor’s overhead and profit mark-up percentages and General Contractor’s contingency that would be added to the direct construction costs of the project.

      4. Provide Liability Insurance and performance bond cost that would be added to the direct construction costs of the project.

      5. All costs associated with performing the work as described in project documents. Contractor must provide a schedule of value and identify subcontracted and self-performed scope.

      6. Clarifications and Exceptions List.

      7. Be Complete: Contractor must provide a budget for the base scope, alternates and allowances as described in the project documents.

      8. Be Accurate: Contractor must ensure that the scope of work is covered in its entirety as described in the project documents.

      9. Meet TCAC Requirements: TCAC limits overhead, profit and General conditions cost to 13% of direct cost. SHARP cannot consider proposals over established limit.

      10. Meet Prevailing Wage Requirements: Contractor must use Davis Bacon Building for this project. Davis Bacon Wages will be locked in 10 calendar days prior to proposal due date and will be included in an Addendum.

      11. Include Tax and Insurance: proposal must include appropriate taxes and insurance requirements indicated in Attachment A to the Contract.

      12. Include Safety and Traffic Control: proposal must include cost associated with safety measures to ensure safety of both construction crews and residents during the project.

      13. Include Waste Management documentation: Contractor’s bid must include the cost of disposal or recycling of the materials, and the Contractor shall be responsible for such disposal and recycling costs.
