The Board of Commissioners of Glynn County, Georgia (“the Owner”) seeks proposals from interested qualified vendors to supply and delivery quality live and dead fishing bait for sale at the Blythe Island Regional Park Marina. Potential providers must be able to successfully pass the County's criminal background check, have at least five (5) years prior experience shrimping and providing bait for local marinas, provide at least three (3) professional references, and have a proven track record for supplying healthy live bait on a consistent as-needed basis.
Blythe Island Regional Park is managed and maintained by Glynn County Recreation and Parks Department. The park is located at 6616 Blythe Island Highway, Brunswick, GA 31523. The Marina is located in the park on the South Brunswick River. Amenities and services include a public boat landing, a boat hoist, limited overnight dockage, and bait sales. The Marina is generally open to the public six (6) days a week, Wednesdays through Mondays (closed Tuesdays). Hours of operation are seasonal with fall/winter hours being 6am to 5pm and spring/summer hours being 6am to 6pm. The Marina is closed on designated County holidays. During open hours, park personnel hoist boats and sell bait including live shrimp (quarts and pints), dead shrimp (pints), and dead squid (pints). Bait for sale is provided by a third party vendor under the terms and conditions outlined in the Blythe Island Bait Sales Concession Agreement. Fees for bait are based on fair market value.
Blythe Island Regional Park Marina provides specific services to residents of and visitors to Glynn County who enjoy boating and fishing. The Board of Commissioners desires to engage the services of a contractor for the purpose of supplying quality live and dead bait for sale. Per the terms of the Concession Agreement, the bait provider will be paid bi-weekly based on a percentage of proceeds from bait sales.
While the number of boaters who use the public boat landing on a daily basis is undetermined, In FY25 and FY26 the Marina has averaged five (5) paid boat hoists per day. The Marina is busiest on holiday weekends (i.e. Memorial Day, July 4th, and Labor Day), during local fishing tournaments, and during prime saltwater fishing seasons. In Fiscal Year 2025, the Marina sold 2,328 quarts of live shrimp ($47,045) and 1,191 pints of dead shrimp ($7,439). In Fiscal Year 2024, the Marina sold 2,758 quarts of live shrimp ($55,160) and 1,638 pints of dead shrimp ($9,828).
The County intends to enter a Blythe Island Bait Sales Concession Agreement with the successful Contractor. The initial term of the agreement shall begin upon execution by both parties and shall remain effective for a period of one (1) year, unless earlier terminated. The Agreement shall include four (4) additional one-year renewal options under the same terms and conditions provided the renewal is approved by the County in writing.

To be qualified for this opportunity, potential vendors must have a minimum of five (5) years of prior experience shrimping and providing bait for public or private marinas.

An Oral Interview will be scheduled for the top 3 scoring companies by the County and conducted by Recreation and Parks personnel with the support of the Procurement team.
The undersigned Proposer proposes and agrees, if this Proposal is accepted, to enter into an agreement with Owner in the form included in the Contract Documents to perform and furnish all Work as specified or indicated in the Contract Documents for the Proposal Price and within the Proposal Times indicated in this Proposal and in accordance with the other terms and conditions of the Contract Documents.
Proposer accepts all of the terms and conditions of the Invitation and Instructions to Proposers, including without limitation those dealing with the disposition of Proposal security. This Proposal will remain subject to acceptance for 60 days after the day of Proposal opening, or for such longer period of time that Proposer may agree to in writing upon request of Owner.

The prices submitted via the County's eProcurement Pricing Table feature are inclusive of ALL COSTS relative to performing ALL Statement of Work as described within this RFP.
Proposer accepts the provisions of the Agreement as to liquidated damages in the event of failure to complete the Work within the times specified in the Agreement.

In the event that your company is awarded the contract for this project, and will be utilizing the services of any subcontractor(s) in connection with the physical performance of services pursuant to this contract, the following affidavit must be completed by such subcontractor(s). your company must provide a copy of each such affidavit to the Glynn County Board of Commissioners, Finance Division, with the executed contract documents.
All subcontractor affidavit(s) shall become a part of the contract and all subcontractor(s) affidavits shall be maintained by your company and available for inspection by the Glynn County Board of Commissioners at any time during the term of the contract. All subcontractor(s) affidavit(s) shall become a part of any contractor/subcontractor agreement(s) entered into by your company.
