Issued: April 15, 2026 The Capital Region Transportation Council (Transportation Council) is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming within the metropolitan area that includes Albany, Rensselaer, Saratoga, and Schenectady Counties, except the Town of Moreau and the Village of South Glens Falls. The Transportation Council is requesting expressions of interest (REI) from qualified firms or individuals to undertake the Ballston Spa Traffic Calming Master Plan in the Village of Ballston Spa, NY. The purpose of the Ballston Spa Traffic Calming Master Plan is to improve upon the previous complete streets workshops by developing a Village-wide traffic calming plan that identifies physical and policy-based recommendations to reduce vehicle speeds, improve safety on roadways in the Village, and promote multi-modal mobility and access. In addition to progressing concepts identified in the 2020 complete streets workshops so that they are ready for funding and implementation, this study will provide technical assistance to the Village needed to adopt a Village-wide 25 mph speed limit and develop a Complete Streets ordinance. The study is being funded by the Transportation Council and the Village of Ballston Spa through the Transportation Council’s Unified Planning Work Program. The study has a fixed budget of $75,000 for consultant services. The Transportation Council, on behalf of the Village, will administer the consultant contract and will jointly manage the study with the Village. The Transportation Council and the Village would like to see this study completed within 12 months of the date of contract execution.
