    TASK 1 – PROJECT MANAGEMENT, COORDINATION, AND PUBLIC OUTREACHThe Consultant shall provide overall project management and coordination for each task detailed in this Scope of Services. The proposal should provide details for project management for the duration of the project, including coordination with Caltrans, the City, and other applicable agencies as necessary to advance the project and obtain required approvals.The Consultant should also incorporate and identify the number of meetings to be undertaken with City staff, City Council, City Council Subcommittees, and Planning Commission. The Consultant shall identify the anticipated number and type of meetings necessary to successfully complete the project. It is anticipated and expected that each proposer should at minimum be prepared to attend and present at five (5) meetings. Additional meetings may be required as directed by the City.Proposer should identify Deliverables for this task.TASK 2 – EXISTING CONDITIONS ASSESSMENT AND PROJECT DEVELOPMENTThe Consultant shall collect, review, and evaluate existing conditions within the project limits, including gathering available maps, drawings, data, utility information, and other relevant documentation necessary to support project development.The Consultant shall describe their approach to field investigations and research. The proposal shall detail how the Consultant intends to identify existing opportunities and constraints and document existing conditions.The Consultant shall describe their approach to developing and presenting conceptual improvement alternatives for City review and approval, including how they will address lane configurations, bicycle and pedestrian facilities, and right-of-way considerations.Proposer should identify Deliverables for this task.TASK 3 – AGENCY COORDINATION AND PERMITTINGThe Consultant shall coordinate with Caltrans and other applicable regulatory agencies throughout project development to obtain necessary approvals and permits.The Consultant shall identify all permits, approvals, studies, technical memoranda, certifications, and supporting documentation required for project approval and shall prepare the necessary materials for agency review.The Consultant shall prepare permit application packages and supporting engineering documentation necessary to obtain project approvals. The Consultant shall coordinate review comments, participate in agency meetings, and revise documents as necessary to support approval of the project.Proposals shall identify the Consultant's approach to permitting, agency coordination, and risk management.Proposer should identify Deliverables for this task.TASK 4 – PRELIMINARY ENGINEERING AND DESIGNThe Consultant shall prepare preliminary design plans in accordance with applicable City and Caltrans standards. Plans shall be prepared for both City and Caltrans review and approval. The following plan sheets are anticipated to be required for this project:• Title Sheet• General Notes• Survey Control Plans• Demolition and Utility Relocation Plans• Street Plans and Profiles• Signing and Striping Plans• Traffic Signal Plans• Curb Ramp DesignsThe Consultant shall describe their proposed design submittal schedule and progression, including the design completion stages at which plans, technical specifications, and opinion of probable construction cost estimates will be submitted to the City and Caltrans for review. The Consultant shall also describe their approach to plan preparation, quality control, and their process for incorporating City and Caltrans review comments prior to advancing to final design.Proposer should identify Deliverables for this task.TASK 5 – FINAL DESIGN, PS&E, AND BID SUPPORTThe Consultant shall describe their approach to preparing and submitting 100% final Plans, Specifications, and Estimates (PS&E) suitable for permitting, bidding, and construction.
